The National Assembly agreed to add 6 positions with the highest rank of general in the People's Public Security, including: 1 position with the highest rank of Senior Lieutenant General and 5 positions with the highest rank of Major General.

On the afternoon of June 22, with 414/465 delegates participating in the vote in favor (83.81% of the total number of National Assembly delegates), the National Assembly passed the Law on Amending and Supplementing a Number of Articles of the Law on People's Public Security.

Accordingly, the National Assembly agreed to add 6 more positions in the police force with the highest rank being general (1 Senior Lieutenant General position, 5 Major General positions).

Specifically, a position with the highest rank of Senior Lieutenant General is assigned to a People's Public Security officer assigned to hold the position of Chairman of the National Assembly's Defense and Security Committee.

The five positions with the highest rank of Major General are assigned to: Principal of the People's Police University; Principal of the People's Security University; Assistant to the Politburo member and Minister of Public Security; 2 Deputy Directors and equivalent positions at units under the Ministry of Public Security.

Reporting on the explanation and acceptance of the draft Law before the National Assembly voted to approve it, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi said that the determination of the number of general positions had been carefully and thoroughly considered and evaluated, placed in the overall correlation with the number of general positions of the People's Army during the process of building the Law on the People's Public Security and the Law on Officers of the Vietnam People's Army, and had been decided by competent authorities.

The current Law on the People's Public Security stipulates 199 positions with the rank of general. Each position has been specifically regulated in the law and in the Resolution of the National Assembly Standing Committee. This draft Law adds 6 positions with the highest rank of general to meet the number of positions according to the decision of the competent authority.

In the case of a seconded People's Public Security officer elected to the position of Vice Chairman of the National Assembly, some opinions suggest that the highest rank be General. Head of National Defense and Security Le Tan Toi said that if this case occurs, it will be reported to the competent authority for consideration and decision on the highest rank.

Increase the maximum service age of officers and non-commissioned officers of the People's Public Security

The National Assembly agreed to increase the maximum service age of officers and non-commissioned officers of the People's Public Security by 2 years compared to the current age.

For female officers with the rank of Lieutenant Colonel, the age limit will increase by 3 years; for female officers with the rank of Colonel, the age limit will increase by 5 years; for female general officers, the age limit will remain at 60 years as currently.

Specifically, the retirement age of non-commissioned officers increases from 45 to 47; lieutenants increase from 53 to 55; majors and lieutenant colonels increase from 55 to 57 (for men) from 53 to 55 (for women); lieutenant colonels increase from 58 to 60 (for men) from 55 to 58 (for women); colonels increase from 60 to 62 (for men), from 55 to 60 (for women); generals increase from 60 to 62 (for men), and women remain at 60 years old.

The newly passed draft law also stipulates that the new retirement age for male police officers from the rank of Colonel and above, and female officers with the rank of Lieutenant Colonel and Colonel will follow the retirement age roadmap for employees as prescribed by the Labor Code.

The newly passed law also stipulates that in case the police unit has a need, police officers of the rank of Lieutenant, Major, Lieutenant Colonel, and Senior Lieutenant Colonel, if they have sufficient qualities, are good at their profession and skills, are in good health and volunteer, can have their service age extended according to the regulations of the Minister of Public Security, but not more than 62 for men and 60 for women.

In special cases, officers may have their service age extended beyond 62 for men and beyond 60 for women according to the decision of the competent authority.

The Law on Amending and Supplementing a Number of Articles of the Law on People's Public Security takes effect from August 15, 2023.
