On April 19, the People's Committee of Quang Ngai province issued a directive on strengthening the prevention of drowning in children in the province.
Since the beginning of 2024, there have been 2 drowning incidents in Binh Son district, with 2 children dying; 2 incidents in Quang Ngai city, with 2 children dying. Accumulated from 2019 to now, there have been 85 incidents in the whole province, with 95 children dying...
According to the People's Committee of Quang Ngai province, the reason why the rate of drowning incidents is still high and tends to increase is because some local Party committees and authorities have not resolutely directed the work of preventing and combating drowning in children in the management area; the organization of swimming lessons and drowning prevention skills for children is still limited, not meeting the requirements; the organization of checking areas at risk of child drowning accidents in the locality is not effective; propaganda and education on drowning prevention for children is still limited...
In order to ensure a safe living environment for children, promptly prevent and limit accidents, injuries and drowning for children in the coming time, the Provincial People's Committee requests heads of departments, branches, and Chairmen of People's Committees of districts, towns and cities to promote communication and education work to raise awareness and responsibility of agencies, organizations and educational institutions on preventing accidents, injuries and drowning in children.
Develop an annual plan, with solutions and specific tasks to disseminate knowledge and skills on preventing and combating child injuries to parents, caregivers, households, villages, residential groups, residential areas, schools and classrooms to ensure the safety of children, especially in the months before and during the summer. At the same time, review, renovate and repair places at risk of drowning accidents.
Mobilize the participation of organizations, associations and people in detecting, monitoring, warning and reinforcing areas at risk of causing injuries and drowning in children. Continue to strengthen communication direction in response to World Day for Drowning Prevention (July 25) every year.
For educational institutions, schools closely coordinate with families to manage and educate students; promote and mobilize families to take their children to swimming lessons and learn water safety skills, supervise children during school hours, and pay attention to children in special circumstances, rural and mountainous areas.
Build and replicate the models of "Safe School", "Safe Summer", "Safe Kindergarten" to prevent and combat accidents, injuries and drowning of children. Strengthen physical education, ensure that 100% of schools implement extracurricular activities on life skills, instruct students on safety skills in the water environment, drowning rescue skills at school, 100% of schools organize for students to sign a commitment "Do not go swimming or wading without an adult accompanying"...
