The North-South Expressway Project through Quang Ngai has a total length of 60.3km, passing through Tu Nghia, Nghia Hanh, Mo Duc districts and Duc Pho town; more than 5,500 households are affected, of which about 1,700 households are subject to resettlement. Based on this reality, Quang Ngai province focuses on building 23 resettlement areas to relocate people, along with speeding up site clearance work to serve this project.
In Duc Pho town alone, 11 out of 23 resettlement areas have been approved for 11 compensation and resettlement support plans for thousands of affected people. Or in Nghia Hanh district, there are 6 communes in the project area, so far the district has handed over the clean land of 6 resettlement areas to the investor. The local government has urgently coordinated with units to divide the plots and draw lots in a public manner, thus creating consensus when relocating people to new places.
Mr. Le Quoc Dat, Director of the Management Board of Investment and Construction Projects of Traffic Works of Quang Ngai province, said that the locality has completed the site clearance of 426.12.6/494.6 hectares, reaching 86.15% of the total planned area, corresponding to a length of about 52.33/60.3km, reaching 86.8% of the total route length.
The site handover has been organized for 23/23 resettlement areas with a total area of completed site clearance of 121.33/122.23 ha, reaching 99.3% of the total planned area. Of which, 19 areas have handed over 100% of the site area, the remaining 4 areas include Nghia Hanh district 2 Dong Xuan area, Hanh Thinh commune (98% handed over), Dong Gia, Hanh Minh commune (95% handed over); Duc Pho town 2 Dong Moc area, Pho Ninh ward (99% handed over), Dong Ong Di and Cay Da (99.6% handed over).
Up to now, the work of leveling the ground, supplying electricity, drainage infrastructure and roadbeds in resettlement areas has been basically completed. We are focusing on directing the construction units to strive to lay asphalt concrete on the roads in resettlement areas before June 25 and basically complete all remaining technical infrastructure items before June 30.
The People's Council of Quang Ngai province has also approved the land prices for resettlement areas as a basis for determining financial obligations when the state allocates land. Mr. Dinh Xuan Sam, Chairman of the People's Committee of Nghia Hanh district, said: "During the implementation process, we established a team to resolve complaints and lawsuits related to the expressway project. This team has been proactive from the beginning, monitoring and grasping the situation, public opinion and related issues and problems to promptly discuss and resolve, so it has received the people's support."
Mr. Dang Van Minh, Chairman of the People's Committee of Quang Ngai province, said that the locality has made the task of compensation for land acquisition and resettlement of the North-South expressway, the eastern section through Quang Ngai province, one of the key political tasks, throughout the implementation until the completion of compensation and land acquisition.
Up to now, in just over 10 months, Quang Ngai has organized and implemented the project's site clearance work with a very high volume. This is the result of the drastic participation of the entire political system, especially the monitoring and direction of the Provincial Party Committee Standing Committee, the direct direction and administration of the Chairman of the Provincial People's Committee - Head of the Site Clearance Steering Committee and the smooth operation, drastic and synchronous participation of the entire political system of the localities in the project area.
Up to this point, the workload is only about 14% but these are difficult tasks that require the drastic participation of all localities in the project area.
The Chairman of the People's Committee of Quang Ngai province assigned the Management Board to urgently speed up the progress of resettlement areas, complete the relocation of graves and direct units to relocate technical infrastructure works, to complete before June 30 to hand over the site to the construction unit.
At the same time, the People's Committees of districts, towns and cities are also requested to prioritize time to focus on resolving existing problems in compensation and site clearance work; the Department of Natural Resources and Environment urgently resolves procedures for granting licenses for mining of approved filling materials, ensuring to meet the current needs for filling construction of the main route.
