Quang Nam urges disbursement of capital for national target programs

Low capital disbursement rate

According to the report of the Department of Planning and Investment at the recent meeting between Vice Chairman of the Provincial People's Committee Tran Anh Tuan and leaders of a number of sectors and localities, in 2024, the total capital plan to implement national target programs in Quang Nam is nearly 3,646 billion VND, including central budget capital of approximately 2,642 billion VND and provincial budget capital of nearly 1,004 billion VND. Of which, the capital from 2022 - 2023 transferred to 2024 is more than 1,423 billion VND and the capital allocated in 2024 is nearly 2,223 billion VND.

Of the total capital mentioned above, the new rural construction program is allocated nearly 1,002.5 billion VND; the sustainable poverty reduction program is approximately 1,271.5 billion VND; the socio-economic development program for ethnic minority and mountainous areas is nearly 1,372 billion VND.

Since the beginning of 2024, the Provincial People's Committee has resolutely directed relevant sectors and local authorities to actively implement the three national target programs mentioned above to speed up the disbursement of capital sources.

However, the reality of the past 3 months shows that the capital disbursement rate of the programs only reached an average of 5%, of which investment capital disbursed reached 6% and career capital disbursed reached 4%.

Specifically, for the national target program on new rural construction, the total capital plan for 2024 (including extended capital sources for 2022 and 2023) is nearly VND 1,002.5 billion. However, so far, only approximately VND 141 billion has been disbursed, reaching a rate of 14%.

For the national target program on sustainable poverty reduction, the total capital plan for 2024 (including capital sources carried over from 2022 and 2023) is approximately VND 1,271.5 billion. However, up to this point, only over VND 25.2 billion has been disbursed, reaching a rate of 2%.

For the socio-economic development program for ethnic minority and mountainous areas, the total capital plan for 2024 (including extended capital sources for 2022 and 2023) is nearly 1,372 billion VND. However, so far, only more than 14 billion VND has been disbursed, reaching a rate of 1%.

Speed ​​up progress

Many opinions suggest that for new projects in 2024, local authorities and related units must urgently complete investment procedures to allocate the remaining capital plan before April 15, 2024.

The organization selects a consulting unit with sufficient capacity, experience and reputation to carry out the project tasks. Avoid having to supplement and adjust the project documents many times, affecting the implementation progress, capital disbursement plan and project quality.

Organize bidding early, implement site clearance, hand over site on schedule and start construction in May 2024. As for projects in 2022 and 2023, it is necessary to focus on urging contractors to speed up construction progress, conduct acceptance and prepare payment documents according to regulations.

Along with that, well implement solutions to mobilize resources to implement 3 national target programs. Focus on allocating enough capital to speed up the progress and complete 3 programs.

Effectively integrate investment capital sources from other programs and projects in the area to implement goals, especially the goals of districts and communes reaching the NTM target and districts escaping poverty.

In addition, authorities at all levels need to prioritize allocating sufficient local budget counterpart funds according to the commitments of the three national target programs, to avoid the emergence of outstanding debts in basic construction.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that in the coming time, relevant sectors and local authorities need to synchronously, drastically and effectively deploy tasks and solutions to speed up the progress of implementing tasks, projects and disbursing capital of programs.

“The requirement for localities is that by the end of June 2024, all capital for 2022 must be disbursed to 2023; by the end of August 2024, all capital for 2023 must be disbursed; and by the end of December 2024, all capital for 2024 must be disbursed. In particular, priority is given to disbursing the central budget, then the provincial budget, and then the counterpart capital of the local budget…” - Mr. Tuan noted.
