Quang Binh: Land recovery for Indochina Quang Binh Resort project

Specifically, the Provincial People's Committee announced that it will reclaim ^71,373m2 of land used by Indochina Central Joint Stock Company that was leased in Decision No. 2854/QD-UBND, dated November 4, 2010 to implement the Indochina Quang Binh Resort construction project, which was granted a certificate of land use rights, house ownership rights and other assets attached to the land by the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) on April 12, 2019.

The reason given is that Dong Duong Mien Trung Joint Stock Company did not fully fulfill its financial obligations to the State when using land to implement the project. As of December 5, 2024, Dong Duong Mien Trung Joint Stock Company still owed more than 23 billion VND in taxes on the Indochina Quang Binh Resort construction project, violating the provisions of Clause 9, Article 11, Land Law 2024.

It is known that the tax authority has taken measures in accordance with the law to force Dong Duong Mien Trung Joint Stock Company to comply, but so far the enterprise has not done so. According to the request of the People's Committee of Quang Binh province, the company is responsible for completing the handling of assets on the land within no more than 45 days from the date of receiving the land revocation notice. The Department of Finance shall preside over and coordinate with relevant departments, branches and localities to determine the remaining value of the investment price in land or assets attached to land (if any) in accordance with the law for handling.

Quang Binh has reclaimed many areas of land for projects that have been behind schedule recently.

Previously, Quang Binh also "strongly" reclaimed many areas of "golden land" when the investor did not fulfill financial obligations to the State, was behind schedule,... including nearly ^3,000m2 of land along Nhat Le River to implement the project of Hotel and residential complex combined with business - shophouse; or more than 2,000m2 of land in Dong Phu ward to implement the project of building a commercial center and offices for rent.
