Why is the nearly 2,000 billion VND riverside road behind schedule?

The embankment and traffic road project along the two banks of Bao Dinh River (My Tho City, Tien Giang) is behind schedule. The contractor must request an extension to complete it until the end of 2025.


On March 8, according to the reporter of Giao thong Newspaper, at the construction site of the traffic road project on both sides of Bao Dinh River, through My Tho City, Tien Giang Province, the site is still messy, many houses, power lines, domestic water systems... have not been dismantled or relocated.

The contractor gathered vehicles and materials at the construction site but could not start construction due to many sections being stuck at the site.

A representative of the contractor, Hai Duong Embankment and Rural Development Construction Joint Stock Company, said that the construction unit on the North bank from Bao Dinh culvert to Dao Thanh bridge, and on the South bank from Bao Dinh culvert to Km 0+860, has so far achieved progress of over 51%.

However, due to the problem of electricity and water systems, the land handover was intermittent and not continuous, making it very difficult to carry out the construction. Some households disputed land with each other, and complained about the price, affecting the progress of the project.

With the above difficulties, the contractor has requested to extend the contract implementation period until the end of December 2025, instead of completing by the end of February 2025.

"We are organizing construction at some sections that have been handed over by the local authorities to ensure progress, but the remaining locations cannot be constructed. We hope that the local authorities will soon have a solution to hand over the site," said a contractor representative.

The contractor took advantage of the opportunity to compact the handed over sections of the site.

According to Mr. Nguyen Quang Thanh, Vice Chairman of the People's Committee of My Tho City, Tien Giang, the project has 316 cases of households, individuals and organizations affected. Currently, 39 households have not received compensation, the reason is due to complaints about the price, some cases are stuck in legal procedures.

To speed up the progress of land acquisition and clearance, the leaders of My Tho City said they will directly meet, discuss, and listen to the wishes of households to promptly direct local authorities and specialized agencies to remove obstacles.

Many households have not received money and handed over the land, affecting the construction progress of the project. In the photo is a section of the embankment that has been under construction but has been interrupted because the land has not been handed over.

According to Ms. Nguyen Thi Thanh Phuong, Director of the Civil and Industrial Project Management Board of Tien Giang province, the project has a total investment of nearly 2,000 billion VND. Of which, the cost of site clearance is about 726 billion VND.

The project has 5 packages, including two construction packages divided into two segments for construction of traffic roads along both river banks with a total length of nearly 10km (nearly 7km on the North bank, more than 3km on the South bank).

Phase 1 is constructed by the joint venture of Hai Duong Embankment and Rural Development Construction Joint Stock Company - Investment and Construction Joint Stock Company 40. Phase 2 is constructed by the joint venture of TICCO - Thanh Tuan Irrigation Construction. The total progress of the two packages has reached nearly 51% of the output value.

Despite the site problems, the contractor is still urgently working to ensure progress.

However, the construction of phase 1 is still stuck, so although the contractors have gathered enough machinery, materials and equipment, they still cannot carry out the construction simultaneously and continuously along the entire route.

Therefore, the contractor and investor have submitted a document to the Provincial People's Committee requesting a policy to extend the duration of this bidding package until December 31 this year.
