According to statistics, Binh Phuoc province has a disbursement rate of 32.27%, lower than the national average (47.29%), and the province still has 0.87% of unallocated capital.
According to the opinion of the leaders of Binh Phuoc province and the working group, this situation has objective causes such as the real estate market has not yet recovered from its sluggishness, the auction of land use rights has encountered many difficulties; the disbursement of capital for the 3 national target programs is low because some localities have projects located in forest land, stuck in bauxite planning (transportation projects pass through areas with bauxite mining planning).
The province has proposed this issue, and is still waiting for a mechanism to resolve the difficulties and problems. The province also wants flexibility in adjusting the capital structure, for example, capital for construction and installation can be transferred to site clearance.
Regarding subjective reasons, currently, the project of the Investment Program for developing the grassroots health network, invested by the Department of Health, is completing investment procedures for project approval, so it is not yet qualified for the Provincial People's Committee to allocate capital.
Some localities have not prepared well for investment, the time has been prolonged, the organization of the approval of estimates and bidding for cement purchase is still slow, and bidding will only be held in September 2024. Some projects are still stuck with site clearance.
To overcome this situation, in the coming time, Binh Phuoc province said it will implement solutions, such as reviewing and evaluating the disbursement capacity of each project to have a plan to adjust the capital plan from slow-disbursement projects to good-disbursement projects, with additional needs within the locality according to regulations, to ensure the disbursement of all assigned capital.
Immediately carry out investment capital payment procedures within 5 working days from the date of acceptance of the volume according to regulations, do not let payment accumulate at the end of the year.
Continue to maintain regular monthly meetings on public investment disbursement to resolve difficulties and obstacles. Particularly for capital of 3 national target programs, the province maintains regular meetings to resolve difficulties and obstacles for localities.
Promote the role and link the responsibility of the head of the agency or unit with the disbursement results; determine the disbursement results of public investment capital as an important criterion to evaluate the level of task completion of the head and related collectives and individuals; resolutely carry out the transfer of cadres who are afraid of mistakes and responsibility, causing congestion in the implementation of public investment capital disbursement.
After listening to opinions and recommendations from local leaders, as well as responses from ministries and branches, in his concluding remarks at the meeting, Deputy Prime Minister Le Thanh Long acknowledged that despite many efforts, the disbursement situation in Binh Phuoc is still slow, and it is necessary to focus on assessing more carefully the subjective causes to overcome them.
For the group of projects that are slow due to subjective factors, we need to be more drastic, "need to be closer" to this important disbursement task. The province needs to be proactive and active in "applying to each specific project to see how the situation is", clearly identifying what is stuck, from there finding solutions to remove it, promoting progress. For projects that are within the province's capacity to handle well, we should focus on implementation. For cases beyond authority, we should report to the Government and the Prime Minister for decision.

Stating that the Prime Minister's spirit in disbursing public investment capital is "only discussing, not backtracking", Deputy Prime Minister Le Thanh Long affirmed that the Prime Minister will direct the immediate resolution of issues beyond his authority reported by the province.
The Deputy Prime Minister assigned relevant ministries and branches to synthesize recommendations from Binh Phuoc province, guide and support in resolving difficulties and problems of the province related to the projects, as well as promptly report to the Prime Minister for flexible, timely, effective and practical management solutions.
The Deputy Prime Minister emphasized that Binh Phuoc must improve its disbursement situation in the coming time.
