"In a way, they are distorting the issue. They are framing the issue in the context of strategic competition between major powers, when in fact, this is a matter of Philippine interest and it affects the Philippines," Manalo said on the sidelines of a bilateral meeting with British Foreign Secretary David Lammy.

Continuing to refer to the latest statement of his Chinese counterpart, Foreign Secretary Manalo added: "If unfortunately they see it that way, it will certainly not lead to any productive dialogue. So we really hope that we see this as an issue that specifically concerns the interests of the Philippines and not any other country."
Foreign Minister Wang Yi said on March 7: "Every move the Philippines makes at sea has a script written by external forces, the drama is broadcast live by Western media, and the plot is always to smear China."
