(TN&MT) - National Assembly Chairman Tran Thanh Man emphasized that the question and answer session will take place in an exciting, democratic and constructive spirit, with a lot of information reflecting the current situation, with many proposals, recommendations and suggestions for the Government, Ministers and Heads of sectors in directing, managing and operating, overcoming limitations, difficulties and obstacles in practice.
Implementing the 8th Session Program, on the morning of November 11, the National Assembly began the question and answer session under the responsibility of 03 Ministers and Heads of sectors including: Governor of the State Bank; Minister of Information and Communications; Minister of Health.
According to the Program of the 8th Session of the 15th National Assembly, starting from this morning, the National Assembly will organize a question and answer session, lasting for 2 days and will be broadcast live on Voice of Vietnam, Vietnam Television, and Vietnam National Assembly Television for voters and people nationwide to follow.
Speaking at the opening of the Questioning Session, National Assembly Chairman Tran Thanh Man said that the questioning activities at this session continued to be carried out in accordance with the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils; making the questioning activities increasingly become an important highlight of each National Assembly session.
Based on the synthesis of issues that National Assembly deputies, voters and people are most concerned about at this Session, 03 groups of issues that the National Assembly will question and answer are under the responsibility of 03 Ministers and Heads of sectors, including: Governor of the State Bank; Minister of Information and Communications; Minister of Health. Also participating in the explanation are Deputy Prime Ministers in charge of the fields and relevant Ministers and Heads of sectors. Prime Minister Pham Minh Chinh will, on behalf of the Government, clarify issues related to the Government's operations and directly answer questions from National Assembly deputies at the end of the questioning session.
According to National Assembly Chairman Tran Thanh Man, in the spirit of the 10th Central Committee Conference as well as the speech of General Secretary To Lam at the opening session of the Session, which is to create a breakthrough in 2024 and 2025, this goal must be achieved with the highest determination, the greatest effort, drastic action with the most effective solutions, striving to achieve and exceed the set goals. This is the responsibility of the Party and State before the People, bringing the country into a new era with the will and belief in the country's strong development future.
In 2024, the world and regional situation will change rapidly and complicatedly; our country's economy will be "double affected" by external unfavorable factors and internal limitations and shortcomings; epidemics, natural disasters, storms and floods will be extremely severe, especially storm No. 3 and the floods after the storm that caused great damage in some provinces and cities in the North and Central regions. However, our country's socio-economy will still achieve positive results, as reported by the Prime Minister at the opening session of the Session.
At the Questioning Session, National Assembly Chairman Tran Thanh Man asked National Assembly deputies to closely follow the Resolutions of the Party, National Assembly, and Government on socio-economic development and the scope of the questioning content of this Session to objectively assess and carefully consider the difficulties and challenges of the domestic situation and the regional and world context; analyze and properly evaluate the positive aspects, shortcomings, and limitations and propose practical, feasible, and effective solutions and tasks.
The National Assembly will vote to pass the Resolution on questioning activities at the end of the Session as a basis for agencies to implement and also as a basis for the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations, and National Assembly deputies to supervise. At the same time, through questioning by National Assembly deputies, Ministers and heads of sectors will have more information to perfect effective solutions in directing and operating, creating real changes in each management area.
In accordance with the regulations of the National Assembly's session regulations, the question-and-answer session at the 8th Session continues to be conducted in the "quick question, short answer" format. The National Assembly Chairman requested that the person answering the question have no more than 5 minutes to speak on the issue in the field of questioning before the National Assembly conducts the question; each turn, the session chairman will invite 3 delegates to ask questions, each National Assembly delegate will ask questions for no more than 1 minute and recommend that each delegate focus on only 1 to 2 most important issues.
“It is best if each delegate raises one issue each time they speak, so that many delegates can be questioned and it will be easier for Ministers and heads of sectors to monitor, record, summarize and answer correctly and fully the issues that National Assembly delegates are interested in,” National Assembly Chairman Tran Thanh Man suggested.
National Assembly Chairman Tran Thanh Man also said that at the discussion session on socio-economics on November 4, 2024, Deputy Prime Ministers, Ministers, and Heads of sectors answered a number of issues related to the three areas of questioning, so he requested that National Assembly deputies avoid duplicating the content, and only discuss it again if it is deemed necessary.
National Assembly deputies have the right to debate with the person answering the question to clarify the issue being questioned; the questioner does not use the right to debate to raise questions or debate with the National Assembly deputy who has previously questioned; the time for each debate shall not exceed 02 minutes; the time for answering shall not exceed 03 minutes for each question. Government members and heads of relevant sectors will participate in explaining under the direction of the session chair to clarify the issues questioned by National Assembly deputies.
