16 projects worth trillions of dong are behind schedule

Thanh Hoa currently has 23 large-scale projects under implementation with a total investment of about 74,208 billion VND, but only 7 projects ensure progress.


On the afternoon of December 13, at the 24th session, delegates of the Thanh Hoa Provincial People's Council questioned the Director of the Department of Planning and Investment (DPI) about the progress of implementing a number of direct investment projects, especially large-scale, key projects that are still slow and have not met the requirements and progress set out.

Reporting on the above content, Mr. Le Minh Nghia - Director of the Department of Planning and Investment said: In Thanh Hoa province, there are currently 23 large-scale projects being implemented with a total investment of about 74,208 billion VND, of which only 7 projects ensure progress.

Delegate Do Ngoc Duy - Nga Son delegation asked: Why is the Cong Thanh Cement Factory Project behind schedule and has been extended many times? With the same content, delegate Le Tien Lam - Permanent Vice Chairman of the People's Council requested clarification: The Cong Thanh Cement Factory Project has been implemented since 2004, and has been extended 8 times so far. It is necessary to clearly determine whether the investor really wants to do it or not?

Mr. Le Minh Nghia said: The implementation of investment policy adjustments related to the scale, total investment of the project or implementation time, and change of investor has been clearly regulated. Therefore, when the investor proposes the need for appropriate adjustments, the state management agency will implement them.

Explaining further about this content, Mr. Nguyen Tien Hieu - Head of the Management Board of Nghi Son Economic Zone and Industrial Zones said: This project was first extended in 2008, the 8th time in 2021. The last extension was due to the approval of the strategy for developing Vietnam's construction materials for the period 2021-2030, with a vision to 2050 by the Government, requiring construction materials projects with low capacity and unsuitable equipment to be urgently invested according to the orientation. However, due to project adjustments in 2021 when the Covid-19 pandemic occurred, the investor had financial difficulties, so it could not be implemented as planned.

'Based on legal regulations, the Management Board of Nghi Son Economic Zone and Industrial Parks of Thanh Hoa province has announced and terminated the validity of the most recently extended investment certificate for this project,' said Mr. Hieu.

Delegate Nguyen Ngoc Tuy - delegation of Nhu Xuan district asked about the reasons why the waste treatment project of Dong Nam commune (Dong Son); the waste incineration plant to generate electricity in Dong Son ward (Bim Son town) and the waste incineration project in Quang Minh ward (Sam Son city) are all behind schedule and what are the solutions?

Regarding this content, Mr. Le Minh Nghia said: For these 3 projects, the Provincial People's Committee has repeatedly issued directives and assigned relevant departments to inspect and urge. During the implementation process, the projects are behind schedule due to the need to complete many types of documents as required by the central ministries and departments. For the waste treatment plant in Dong Nam commune, the investment has been completed but it is not yet qualified for operation.

Delegate Hoang Anh Tuan - Hau Loc delegation asked: In the 4 groups of causes leading to project delays, land acquisition and clearance is the main factor. In particular, difficulties in determining land origin and slow construction of resettlement areas are recurring causes in many projects. So, what solutions does the Department of Planning and Investment have so that land acquisition and clearance is no longer a bottleneck in project implementation?

According to Mr. Nghia, site clearance work is the responsibility of districts, towns, and cities. In many projects, localities do not implement thoroughly, doing easy things first and leaving difficult things for later, so there are projects that have not completed site clearance for 10 years and are behind schedule.

Receiving the delegates' opinions, Mr. Nghia said he would report to the Provincial People's Committee to direct districts, towns and cities to organize site clearance neatly and thoroughly, not allowing investors to use excuses to prolong project completion time because of lack of site clearance.

Mr. Lai The Nguyen - Chairman of Thanh Hoa Provincial People's Council said: To overcome and thoroughly resolve this problem, departments, branches, and authorities at all levels need to take action with a more responsible and drastic spirit to remove difficulties and obstacles for businesses, creating clear changes in 2025 so that projects can be restarted and implemented.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to assign Vice Chairmen and leaders of sectors to directly monitor and resolve issues for each specific project. At the same time, clearly define the responsibilities of the People's Committee and the Chairman of the District People's Committee in site clearance for projects that are behind schedule, striving to have a solution by 2025. At the same time, the Provincial People's Committee needs to require investors to commit to allocating capital to pay for site clearance and implement projects according to schedule.
