From the hotline, voters reported to the 24th session of the Thanh Hoa Provincial People's Council for the 2021-2026 term, taking place from December 12-14, 2024, about: The dairy farm in Yen My commune, Nong Cong district is causing environmental pollution, affecting the lives of many households.
On the afternoon of December 13, at the 24th session, delegates of the 18th Thanh Hoa Provincial People's Council questioned the Director of the Department of Natural Resources and Environment (TN-MT) about the pollution caused by production and livestock farming in some localities, the overload at many landfills, and the slow progress of solid waste treatment projects.
Mr. Le Sy Nghiem - Director of the Department of Natural Resources and Environment said: The province currently has 671 establishments (595 production establishments, 76 farms) subject to environmental impact assessment (EIA) reports and environmental licensing under the authority of ministries and provinces, of which about 152 establishments are in the group with pollution risk, accounting for 22.7%; 318 establishments often generate a lot of dust during operations, accounting for 47.4%...
According to Mr. Nghiem, environmental pollution is still occurring in some localities such as: Seafood processing facilities in Nghi Son town, Hau Loc district generate foul odors, causing discomfort; some farms in Thuong Xuan, Lang Chanh, Thach Thanh, Hoang Hoa, Thieu Hoa districts... cause foul odors and discharge substandard wastewater into the environment.
Answering the question of delegate Le Thi Huong - Tho Xuan district delegation about the management of votive paper production facilities located along the Ma River in Quan Hoa, Quan Son, Ba Thuoc districts and the inspection and examination of the above facilities, Mr. Le Sy Nghiem said: In 2021, the Provincial People's Committee established an interdisciplinary inspection team to comprehensively inspect the environmental protection work (BVMT) of 18 votive paper production facilities.
The results showed that the establishments all had violations of land, construction investment, water resources and environmental protection at different levels. The violations were reminded by the industry and handled according to regulations. Up to now, the above establishments have all invested in wastewater treatment facilities; the operation process is supervised by the functional industry and local authorities.
Regarding the question of delegate Cao Tien Doan - Sam Son City delegation about the cause and fundamental solution to overcome the overload situation at the Dong Nam Commune landfill (Dong Son); Dong Son Ward landfill (Bim Son town) and Trung Son Ward landfill (Sam Son city), the Director of the Department of Natural Resources and Environment stated: Will continue to coordinate with the People's Committees of districts, towns and cities to widely implement regulations on classifying solid waste at source; coordinate with departments to strengthen urging and request investors of waste treatment plant projects in Dong Nam, Quang Minh communes and Dong Son ward to promptly complete and put into operation to close landfills causing environmental pollution. In the long term, the Department will advise on investing in large-scale modern waste treatment plants.
Also at the question-and-answer session, the Director of the Department of Natural Resources and Environment answered voters' questions sent to the meeting via the hotline about solutions to implement regulations on waste classification at source from January 1, 2025; Nong Cong district leaders answered questions about waste discharge affecting the environment and the handling of violations by functional agencies regarding the Dairy Farm in Yen My commune (Nong Cong).
Accordingly, after receiving feedback from the people, Nong Cong district sent functional forces to inspect and collect wastewater samples to send to the authorities for testing. The results showed that the wastewater samples exceeded the permitted standards. Currently, the district is completing the dossier to handle administrative violations according to regulations.
To completely handle the above issues, Chairman of Thanh Hoa Provincial People's Council Lai The Nguyen suggested: During the management and direction process, the authorities need to strictly implement the issued plans to serve as a basis for preventing and minimizing environmental incidents, avoiding the situation where many facilities have built in violation of previous plans.
Mr. Nguyen suggested that departments, branches, and authorities at all levels need to focus more on attracting investment and completing the infrastructure of industrial parks, industrial clusters, and concentrated livestock areas of the whole province and districts to arrange industrial production facilities in those areas to minimize and overcome pollution.
In the long term, Mr. Nguyen suggested that it is necessary to study and consider the direction of only approving investment in production and livestock projects that meet environmental protection requirements associated with product processing. Along with that, it is necessary to strengthen environmental inspection and examination at production and livestock facilities, and resolutely stop the operation of facilities that cause pollution and do not meet environmental requirements.
Regarding the situation of overloaded landfills, the Chairman of the People's Council of Thanh Hoa province proposed to speed up the construction of waste treatment plants. Once the plants are in place, advanced technology should be applied in treatment to minimize pollution and minimize impacts on people.
