On the morning of December 12, at the meeting, Mr. Le Minh Dao - Director of the Department of Home Affairs of Ha Tinh, said that currently in Ha Tinh, the situation of local teacher surplus and shortage is still happening.
Accordingly, the northern localities of the province have hundreds of surplus teachers, while the southern localities of the province are lacking a large number of teachers.
The shortage of teachers mainly occurs at the junior high and high school levels, so delegates suggested that the provincial Department of Internal Affairs needs to have specific solutions to balance teachers among localities in the coming time.
Delegate Nguyen Thi Nhuan questioned that currently in some northern districts of the province, there is a surplus of more than 600 teachers, while in southern districts there is a severe shortage. So what is the solution to appropriately transfer teachers?
The Director of the Ha Tinh Department of Home Affairs said that currently, some localities have high average student numbers per class such as Ha Tinh City and Ky Anh Town, but there is no reserve source of teachers. Therefore, to overcome this situation, the Provincial People's Committee is directing agencies and units to focus on managing and effectively using assigned teachers; reviewing, balancing, and seconding teachers to ensure reasonableness.
Localities that still lack teachers but have not yet transferred staff or seconded them from other localities are allowed to recruit on contract to serve teaching purposes.
Ha Tinh Provincial People's Committee is currently directing the recruitment of additional teachers and transfers to ensure appropriateness.
In addition to temporary contract recruitment, student streaming must be arranged to ensure a corresponding student ratio, suitable for the number of teachers in that area.
The Director of the Ha Tinh Department of Home Affairs also explained that the flexible allocation of teacher positions means assigning a certain number of positions to localities, so that localities can flexibly arrange teachers according to the appropriate teacher/student ratio according to the regulations of the Ministry of Education and Training, ensuring the quality of teaching and learning.
The province is currently assigning localities to review the number of teachers in the area to determine the specific surplus and shortage so that by January 2025, they can advise on the appropriate transfer and assignment of teachers to overcome the situation of surplus and shortage in some places.
