National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 173/2024/QH15 of the National Assembly on questioning activities at the 8th Session of the 15th National Assembly.
The National Assembly unanimously assessed that after two days of serious and responsible work, with the spirit of innovation and accompanying the Government, the question and answer session at the 8th Session was a great success, attracting the attention of voters and people nationwide.
The National Assembly acknowledged the efforts of the Government, the Prime Minister, ministries and ministerial-level agencies in performing their functions and tasks in various fields, achieving many positive results, making important contributions to the country's socio-economic development.
Through questioning, the National Assembly found that there are still some shortcomings, limitations and inadequacies that need to be overcome in state management of the fields of banking, healthcare, information and communications.
The National Assembly basically agreed with the solutions and commitments reported by the Minister of Health, the Minister of Information and Communications, the Governor of the State Bank of Vietnam and other members of the Government at the question-and-answer session.
The National Assembly requests the Government, Prime Minister, ministries, ministerial-level agencies and relevant agencies to focus on implementing a number of contents.

For the banking sector, closely follow market developments and the domestic and foreign economic situation to proactively, flexibly, promptly and effectively manage monetary policies, contributing to stabilizing the monetary and foreign exchange markets, in line with macroeconomic balance and inflation, meeting capital needs for the economy.
In addition, continue to direct credit institutions to strive to reduce lending interest rates; ensure safe and effective credit growth, limit the increase of bad debt; direct credit to production, business, and priority sectors, contributing to promoting economic growth and developing green credit; promptly issue and implement policies to restructure debt repayment terms and maintain debt groups to support customers facing difficulties due to the impact and damage caused by storm No. 3 (Yagi), flooding, landslides after storm No. 3.
The National Assembly requested the implementation of management solutions to stabilize the gold market; enhance the State's role in managing and regulating the gold market in accordance with regulations; and prevent fluctuations in gold prices from affecting macroeconomic stability. Research policies to limit speculation and gold hoarding, and transfer investment resources to production and business.
By June 2025 at the latest, conduct a review, research and propose amendments to Decree No. 24/2012/ND-CP dated April 3, 2012 of the Government on the management of gold trading activities.
Regarding the health sector, the National Assembly requested to continue effectively implementing the Law on Medical Examination and Treatment; Resolution No. 99/2023/QH15 dated June 24, 2023 of the National Assembly on thematic supervision of the mobilization, management and use of resources for COVID-19 prevention and control; and the implementation of policies and laws on grassroots health care and preventive medicine.
At the same time, complete the process of assessing and granting practice licenses and licenses for medical examination and treatment activities in a transparent, streamlined, and time-saving manner; strengthen management capacity and personnel to perform state management of granting practice licenses and licenses for medical examination and treatment activities; mobilize the effective participation of professional associations.
In addition, strictly correct and handle the advertising of functional foods that do not match the confirmed content or content that has not been confirmed by the competent authority.
Strengthen management, inspection, examination and post-inspection in the production and trading of pharmaceuticals, cosmetics and functional foods, especially business activities on e-commerce sites, e-commerce trading floors, social networks and strictly handle and publicize violations according to regulations.

The National Assembly unanimously agreed to ban the production, trading, import, storage, transportation, and use of electronic cigarettes, heated tobacco products, gases, and addictive substances that are harmful to human health from 2025, ensuring public health, social order and safety; assigning the Government to organize specific implementation.
Strengthen propaganda work, raise awareness among people, especially young people and teenagers, about the harmful effects of alcohol, beer, cigarettes, electronic cigarettes, heated tobacco, gases, and addictive substances that are harmful to human health.
Regarding the field of information and communication, the National Assembly requested to review, amend and supplement regulations on information and communication to ensure consistency, synchronization, effectiveness, efficiency and development.

The Resolution clearly states: The Government, Prime Minister, Ministers, Heads of ministerial-level agencies, relevant agencies and organizations, People's Councils, People's Committees of provinces and centrally-run cities, within the scope of their tasks and powers, are responsible for implementing the Resolution.
The Minister of Health, the Minister of Information and Communications, and the Governor of the State Bank of Vietnam shall develop a plan to implement the Resolution and report to the National Assembly on the implementation of the Resolution at the following sessions./.
