On the morning of November 10, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, chaired the first meeting of the Steering Committee.

Also attending were Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Prime Minister, Minister of Finance Ho Duc Phoc, representatives of leaders of ministries and branches who are members of the Steering Committee.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that today, in the series of activities of the Month for the Poor, we are organizing the first meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide. The Prime Minister issued Decision No. 1243 dated October 22, 2024 to establish the Steering Committee. The regulations on organization and operation of the Steering Committee were issued in Decision No. 126/QD-TTg dated November 5, 2024.
This is an important meeting to orient the approach, remove obstacles, and ensure the successful implementation of the Program to eliminate temporary and dilapidated houses nationwide in 2025.
With the special attention of the Party and State, the participation of ministries, branches, localities, and the active participation of organizations, communities, businesses and people, in the past time, we have helped about 340 thousand households with meritorious services to the revolution and over 800 thousand poor and near-poor households with housing difficulties to have stable and safe accommodation, and to escape poverty sustainably.
However, up to now, the whole country still has about 315 thousand households with housing difficulties (about 106 thousand households of meritorious people, 46 thousand households under the national target program and 153 thousand other poor and near-poor households) needing support to improve their houses to ensure safety and stability to "settle down and make a living", contributing to implementing preferential policies for meritorious people, completing the goal of sustainable poverty reduction, and ensuring social security.

To practically celebrate the 95th anniversary of the Party's founding, the 80th anniversary of the country's founding, the 50th anniversary of the Liberation of the South and National Reunification, the 135th anniversary of the birth of beloved President Ho Chi Minh and to welcome the 14th National Party Congress, we are determined to strive to achieve the goal of completing the elimination of temporary and dilapidated houses nationwide in 2025, 5 years earlier than the original target, compared to Resolution 42 of the Central Committee.
At this session, the Prime Minister requested delegates to exchange, discuss and share in a frank and responsible spirit, focusing on a number of main contents: clearly defining the goals, viewpoints, and guiding directions to resolutely and effectively implement the Program, ensuring completion in 2025. Analyzing and specifically identifying difficulties and obstacles (such as: determining subjects, residential land, mobilizing and using resources, methods of implementation at the grassroots level...) and other measures if necessary. Key tasks, solutions, plans, and implementation roadmap to complete the goals by 2025, paying attention to ensuring that the spirit of ideology must be clear, determination must be high, efforts must be great, actions must be drastic, work must be focused, key points must be done, and each task must be completed in the spirit of saying it must be done, committing to it must be done, and doing it must be done effectively; assign "5 clear": clear people, clear work, clear responsibility, clear time, clear results.

The Prime Minister directed that it is necessary to unify the establishment of a Steering Committee from the central to the communal level. The responsibility of ministries, branches, localities, the Vietnam Fatherland Front, all levels, enterprises, organizations, individuals, and supported households; the spirit is that we support, but the poor still have to try and make efforts, the community must help, with the spirit of "whoever has contributed, contributes, whoever has contributed, whoever has contributed, whoever has contributed, whoever has more contributes more, whoever has less contributes less", the spirit of "mutual love and affection", "comradely love, compatriotic affection", "the whole leaf covers the torn leaf", "the torn leaf covers the more torn leaf", not waiting or relying on others; all must be proactive and positive.

The Prime Minister asked members to give specific opinions and key solutions, focus on speaking briefly, going straight to the point, and proposing specific recommendations. The Steering Committee needs to hold monthly review meetings to review and remove all difficulties and obstacles; urge and inspect such work as digital transformation, promoting key projects, etc.
The Prime Minister said that this requires the conscience and responsibility of officials because when people still have to live in temporary or dilapidated houses, officials and party members cannot feel secure. The policy of the Party and State is to attach importance to ensuring social security, not to sacrifice social progress and justice, and the environment to pursue economic growth alone.
According to the Prime Minister, temporary and dilapidated houses cannot ensure the environment, especially in remote areas.
This is a noble humanitarian work, but the responsibility of the Party committees and authorities at all levels, especially cadres and Party members, is heavy because the highest goal of the Party is to bring national independence, national sovereignty, and a prosperous and happy life to the people. If a part of the people are not happy and prosperous, the responsibility of the Party and the State is still very heavy.
The Prime Minister said that doing this job requires dedication, morality, responsibility, enthusiasm, and genuine sharing with the poor and those who have contributed to the revolution. “We cannot be superficial, just talk about it and leave it at that.” If we know how to do it, it will be very effective, especially through the implementation of the removal of temporary and dilapidated houses in Hoa Binh. This is a common task of the entire political system, and we need to promote the strength of the people.
The Prime Minister said that the central government cannot take care of each house in detail, but must direct and delegate to the local government. The central government cannot do it for the local government, the provincial government cannot do it for the district government, and the district government cannot do it for the commune government. The government must stay close to the people, stay close to the grassroots, and go down to the grassroots level.

* Regarding housing support for beneficiaries, the Ministry of Labor, War Invalids and Social Affairs said that housing support for meritorious people: according to the review results, there are about 106,000 meritorious households nationwide with housing difficulties. The total estimated cost is over 4,000 billion VND (the support level for new construction is 60 million VND, the support level for repair is 30 million VND).
On September 27, 2024, the Government Standing Committee held a meeting on policies to support the construction of new houses or the renovation and repair of houses for people with revolutionary contributions, relatives of martyrs, and the allocation rate of support capital from the central budget and the corresponding rate of support capital from the local budget. The Ministry of Construction is completing the dossier to submit to the Prime Minister for approval according to regulations.

Regarding housing support from the two national target programs, the Ministry of Labor, War Invalids and Social Affairs said that from the National Target Program for Sustainable Poverty Reduction: it is estimated that by the end of 2024, the total number of households receiving housing support from the National Target Program for Sustainable Poverty Reduction will be 60,040 households (the central budget has allocated more than 2.3 trillion VND).
2025 Plan: The Ministry of Labor, War Invalids and Social Affairs has sent a document to the Ministry of Planning and Investment and the Ministry of Finance proposing to allocate 1,266,784 million VND from the central budget in 2025 to build new houses and repair the remaining nearly 40,000 houses.
From the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas: Up to now, the whole country has supported about 18,200 houses for poor households in ethnic minorities and mountainous areas.
According to local reports, it is expected that in 2025, about 21,800 houses will be supported with a total cost of about 673,721 million VND.

Housing support from the Program to eliminate temporary and dilapidated houses: after the launching ceremony of the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" in Hoa Binh until before the launching program was organized on October 5, 2024, 1/63 localities (Lam Dong) held a launching ceremony, 34/63 localities issued resolutions of the Provincial People's Council or resolutions of the Provincial Party Committee, plans of the Provincial People's Committee to implement the Movement in the locality, the total mobilized funds were about 44,178 billion VND.
Immediately after the Government's launching program on October 5, 2024, General Secretary To Lam presented 200 houses to support Quang Tri province; General Phan Van Giang, Minister of National Defense, supported Ha Tinh province with 25 billion VND to build 500 houses and informed that he would support Nghe An province with 10 billion VND; the Ministry of Public Security handed over 1,300 houses to the poor in Tra Vinh province with a total cost of 84 billion VND; Phu Dong Ninh Binh Club and two players Hoang Duc and Dang Van Lam donated 3 billion VND to the Emulation Movement.
According to the Central Committee of the Vietnam Fatherland Front, by November 6, 2024, the Central Fund for the Poor had received more than 10 billion VND in support from organizations and individuals. KN Group supported funding to eliminate temporary and dilapidated houses for 3 provinces in Group 1 with a total budget of 95 billion VND (including: Ba Ria-Vung Tau: 10 billion VND, Dong Nai: 55 billion VND, Khanh Hoa: 30 billion VND). According to quick information, some localities have connected and received support funding from ministries, agencies, and units (Quang Tri, Thanh Hoa, An Giang...).
Through information gathering, the Program to support the elimination of temporary and dilapidated houses nationwide on October 5, 2024 was highly appreciated by the people, demonstrating profound humanity, touching people's hearts, and supported by ministries, agencies, localities, businesses, and people. At the end of the Program, the total amount of money raised was 5,932 billion VND...
