On the afternoon of January 12, the Central Steering Committee for Eliminating Temporary and Dilapidated Houses nationwide held its second meeting to report on the results of the Steering Committee's work to eliminate temporary and dilapidated houses since the first meeting and the direction and tasks for the coming time.

The meeting was chaired by Prime Minister Pham Minh Chinh, Head of the Steering Committee, and was held online connecting with localities across the country.

Showing the spirit of national solidarity

According to the report of the Ministry of Labor, War Invalids and Social Affairs at the meeting, as of January 6, 50 localities nationwide have issued plans to implement and launch a movement to eliminate temporary and dilapidated houses in their areas. Four localities, Hanoi, Hai Phong, Quang Ninh and Vinh Phuc, no longer have temporary or dilapidated houses, so they have not issued plans. The remaining 9 localities have not issued implementation plans.

31 localities have organized a program to eliminate temporary and dilapidated houses in the area with a mobilized budget of over 2,316 billion VND.

According to the updated results of 27/63 localities on the reporting software, the whole country has supported the elimination of 76,364 temporary and dilapidated houses (of which 42,179 houses have been inaugurated and 34,185 houses have been started to be built).

According to statistics from provinces and cities, there are about 230,000 houses nationwide that need support in the coming time.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh, on behalf of the Central Steering Committee, acknowledged and commended the central ministries, branches and localities for effectively implementing measures, contributing to the initial results of the program. Thereby demonstrating the spirit of great national solidarity.

However, the Prime Minister also severely criticized some ministries, sectors and localities for not performing well. Some localities have not mobilized the participation of the entire political system and the people. The sense of responsibility of leaders has not been fully promoted.

The Prime Minister emphasized that supporting the elimination of temporary and dilapidated houses for the poor is a particularly important political task, so it must be done with heart and affection for the poor. To do it well, in the coming time, it is necessary to diversify resources to implement the program in a comprehensive, widespread and inclusive way. Individuals and businesses join hands to support.

Strengthen information and propaganda work to create motivation and inspiration with the spirit of leaving no one behind. Strengthen inspection and supervision work, prevent profiteering and waste. Promote emulation and reward work. During implementation, avoid indifference and lack of emotion. Resolutely handle individuals and groups lacking a sense of responsibility.

Prime Minister Pham Minh Chinh assigned specific tasks to central ministries, branches and localities to be done immediately. Accordingly, the Ministry of Construction needs to urgently count the number of households with meritorious services and relatives of paralyzed people who need housing support, finalizing before January 20. Urgently develop criteria for temporary and dilapidated houses for localities to soon apply and implement.

The Ministry of Labor, War Invalids and Social Affairs closely monitors the implementation of localities and updates daily the support for building dilapidated houses and temporary houses for poor and near-poor households.

The Heads of the Provincial Steering Committees focused on directing the drastic implementation of the tasks and solutions set out. Regularly monitor and update data results. Proactively handle difficulties and obstacles in the area, report issues beyond their authority for timely support. For the number of temporary and dilapidated houses that arise, localities must mobilize resources for self-support in accordance with the spirit of the Government.

Hai Duong to deploy in early February 2025

Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau thoroughly implemented the elimination of temporary and dilapidated houses to departments, branches and localities in the province.

Immediately after the online conference of the Central Steering Committee, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau organized a dissemination of the implementation of eliminating temporary and dilapidated houses in the province to delegates attending the conference at the Provincial People's Committee and the People's Committees of districts, towns and cities.

The Chairman of the Provincial People's Committee commented that the progress of implementing this program in Hai Duong is still quite slow, with many limitations that need to be overcome, from consulting work to local review.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Ngoc Chau requested the Party Committee of the Provincial People's Committee to soon reach an agreement with the Provincial People's Council to hold a thematic meeting to pass the Resolution of the Provincial People's Council on supporting housing costs for households with meritorious services to the revolution, relatives of martyrs, poor and near-poor households in Hai Duong province.

The Provincial Fatherland Front Committee urgently organized a campaign to support funding and widely disseminated the significance of the program to all classes of people.

The Department of Industry and Trade, the Department of Planning and Investment and the Provincial Industrial Park Management Board shall preside over the selection and list of organizations and enterprises eligible for support. Then provide it to the Department of Labor, War Invalids and Social Affairs to make a list for the Provincial People's Committee to mobilize support.

The Department of Construction urgently submitted to the Provincial People's Committee a plan to support meritorious people and martyrs' relatives in need of housing support.

The Department of Labor, War Invalids and Social Affairs will coordinate with the Department of Construction and the People's Committees of the districts to compile a list of 36 households of meritorious people and relatives of martyrs in need. Then, they will be divided equally among the localities so that the police and military can deploy them in early February 2025.

It is recommended that localities conduct a thorough review and finalize the list of eligible households in need of support in the spirit that the commune is responsible to the district and the district is responsible to the province for accuracy. The Department of Labor, War Invalids and Social Affairs will collect and report to the Ministry of Labor, War Invalids and Social Affairs no later than January 15.

Localities must set a start date. Each district and commune must have a plan to monitor the implementation, ensuring time and quality in accordance with the spirit of the Prime Minister.

The Provincial People's Committee Office needs to set up software to monitor the implementation of localities to have a basis for urging implementation progress.

Emphasizing that this is a political task for 2025, the Deputy Secretary and Chairman of the Provincial People's Committee requested that Party secretaries at all levels take responsibility for implementation. In addition to the support of the police and military forces, the Youth Union and Women's Union register working days to support in the spirit of those who have contributed their work and those who have contributed their money. Through this, the attention of Party committees and authorities at all levels is conveyed.

In Hai Duong, all three levels of the province, district and commune have established a Steering Committee to implement the elimination of temporary and dilapidated houses. The Provincial Steering Committee, the Provincial People's Committee and departments and branches have issued 31 documents to direct and guide the implementation of housing support for people with revolutionary contributions, relatives of martyrs and the elimination of temporary and dilapidated houses for poor and near-poor households in Hai Duong province.

In particular, on December 31, 2024, the People's Committee of Hai Duong province issued a plan to support housing for people with revolutionary contributions, martyrs' relatives and eliminate temporary and dilapidated houses for poor and near-poor households in Hai Duong province. To date, 100% of districts, towns and cities have approved the list of households eligible for housing support.

It is expected that in January 2025, the Provincial People's Council will issue a Resolution to support housing costs for households with meritorious services to the revolution, relatives of martyrs, poor and near-poor households in Hai Duong province. Of which, it is expected to support 100 million VND/new house, 50 million VND/repaired house. The total housing support cost is 97.65 billion VND, of which the central budget is more than 29 billion VND, the rest is from the provincial budget and mobilized socialized resources.

Hai Duong province strives to complete 100% of housing support for people with meritorious services to the revolution, relatives of martyrs living in temporary houses, severely damaged houses, and poor and near-poor households living in temporary houses and dilapidated houses in the province. Housing support for people with meritorious services to the revolution and relatives of martyrs will be completed before October 1, 2025; for poor and near-poor households, it will be completed before July 1, 2025.
