(BGDT) - On June 10, the Ministry of Education and Training coordinated with the Vietnam Association for Promoting Education to organize the launching ceremony of the movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023-2030".

Attending the meeting at Bac Giang province were comrade Mai Son, Permanent Vice Chairman of the Provincial People's Committee; leaders of provincial departments, branches, and a number of vocational colleges in the province.
In the report at the launching ceremony, the representative of the Ministry of Education and Training said that the lifelong learning movement and the building of a learning society have always received special attention from the Party and the State, concretized through policies, guidelines and strategies. The movement to encourage learning and talent has taken place in almost all localities. The network of continuing education facilities has been consolidated and developed rapidly in terms of quantity, diversified in models, and operated effectively and practically, increasingly meeting the learning needs of the people. To date, 63 provinces and cities have met the standards for eliminating illiteracy at level 1, universalizing preschool education for 5-year-old children, universalizing primary education at level 2 and universalizing lower secondary education at level 1.
The launching ceremony was held nationwide to promote the strength of the entire political system in propagating and raising awareness among all classes of people about the role, significance and necessity of lifelong learning and building a learning society.

Launching the ceremony, Prime Minister Pham Minh Chinh acknowledged, commended the efforts and congratulated the achievements of all levels, sectors and localities in promoting learning, promoting talents and building a learning society in recent times, especially acknowledging the important role of the education sector and learning promotion associations at all levels nationwide.
The Prime Minister emphasized that the world is constantly changing and international integration is increasingly deep, requiring people to have knowledge, skills, expertise and high adaptability.
To create stronger changes in building a learning society, improving people's knowledge, training human resources, and nurturing talents, the Prime Minister requested that all levels, sectors, and localities continue to thoroughly grasp and effectively implement the Party and State's policies and guidelines on education and training, encouraging learning, encouraging talents, and building a learning society. Build an open, diverse, flexible, interconnected, modern, equitable, and integrated education system to meet the requirements of the new situation. Raise awareness, responsibility, and actions of all levels, sectors, localities, social organizations, and each citizen about the role of building a learning society and the lifelong learning movement.
Ministries, sectors and localities review and perfect mechanisms and policies on building a learning society in the direction of diversification, linking learning with practice, training talents with moral education, lifestyle, suitable for each subject and each locality. Create favorable conditions for people to study according to their needs. Have forms of support for the disadvantaged, people past working age, housewives, and the disabled to study and raise awareness.
Continue to mobilize the contributions of the whole society, creating a combined strength in developing a learning society. Encourage the equal development of all types of training, without distinction between public and non-public, joint ventures and associations. Focus on consolidating the system of libraries, museums, and cultural houses; form fixed and mobile libraries in villages and residential groups.

At the Bac Giang bridge, comrade Mai Son requested agencies and units based on their functions and tasks to develop a specific plan to respond to the emulation movement to build a learning society and promote lifelong learning.
In particular, pay attention to propaganda work so that all people are aware of the role of lifelong learning. Disseminate good models, creative ways, set examples for the elderly, people with disabilities, and people in difficult circumstances to maintain regular learning, actively grasp information, and research science and technology. Promote the application of information technology, digital transformation to promote learning anytime, anywhere, lifelong learning.
He requested provincial departments, branches, sectors, and socio-political organizations to assign tasks to specialized staff to exploit, introduce, and share useful information for learning and improving qualifications; build a platform to update data information to serve the purpose of improving knowledge, life skills, and professional expertise for cadres, civil servants, public employees, and workers of the sector and locality.
The Department of Education and Training and the Provincial Association for Promotion of Learning will research and advise the Provincial People's Committee on measures to improve the effectiveness of community learning centers. By the end of July at the latest, the Department of Education and Training will research, report, and advise the Provincial People's Committee to propose registration and request UNESCO to recognize the title of lifelong learning city and province.
