Need to handle it decisively, clearly define responsibility
According to the 7th session agenda, this afternoon (June 27), the National Assembly discussed in the hall the draft Law on Fire Prevention, Fire Fighting and Rescue.
Many National Assembly deputies emphasized that this Law project has received special attention from voters and people nationwide; especially in the context of many fires causing serious consequences, not only property damage but also consecutive deaths, occurring in Hanoi in recent times.

Directives from the Prime Minister and the City People’s Committee require strict handling of heads of agencies and units when this situation occurs. However, in reality, the handling is still not as drastic as desired.

In the context of the recent consecutive fires and explosions causing human losses, National Assembly delegate Nguyen Thi Viet Nga - Member of the National Assembly's Culture and Education Committee, said that it is time for Hanoi to take drastic measures and clearly define responsibilities, otherwise the risk of deadly fires will continue to occur.
Ms. Nga said that in Vietnamese cities, mini apartment buildings and houses combined with business have a high risk of fire and explosion, especially when dealing with flammable goods. The danger is that at the end of the working day, the tenant will return to their room and the landlord will not check because it is no longer under his/her management.
"In my opinion, the urgent solution is to review the models of houses combined with business, and require fire prevention criteria. Along with that, it is necessary to raise people's awareness. This is a very important solution. No matter how many regulations we have, no matter how good the infrastructure is, if people do not comply, fires will still occur. It is necessary to have mandatory training for both homeowners and tenants for business on fire prevention and fighting," said delegate Nga.

According to Ms. Nga, many fires in Hanoi that caused heavy damage were due to illegal construction and local authorities "turning a blind eye". Ms. Nga pointed out that all fire prevention standards are managed by local authorities, from granting construction permits to assessing conditions. So when an incident occurs, where is their responsibility?
"The important thing is that along with assigning responsibility, there must be thorough handling, not just stating that it is due to illegal construction or lax local authorities, which will not be effective," Ms. Nga emphasized.
This is a valid warning, as many fires and explosions causing serious human losses have continued to occur recently. The laxity and lack of responsibility of local authorities is one of the core causes.
To prevent and minimize fire and explosion disasters, authorities at all levels, especially local authorities, need to be resolute in managing, assessing and strictly handling violations. Only then will fire prevention and fighting standards be strictly enforced, thereby protecting people's lives and property.

Contributing more opinions, delegate Hoang Thi Thanh Thuy - Deputy Head of the National Assembly Delegation in Tay Ninh province said that it is necessary to coordinate with relevant agencies in fire prevention, fire fighting, rescue and relief to conduct a comprehensive review and re-evaluate the current status of this model in major cities.
At the same time, classify business entities that are meeting fire prevention and fighting requirements and those that are currently not suitable for adjustment.
“Regarding fire prevention and fighting, it is necessary to request these businesses and households to make adjustments to meet immediate requirements, not only for the model of houses combined with business but also for apartment buildings, townhouses and houses in narrow alleys. First of all, it is necessary to review and evaluate the current situation, on that basis, make recommendations and propose to equip appropriate equipment for fire prevention and fighting,” the delegate suggested.
Ms. Thuy also emphasized that no matter how many regulations there are, no matter how good the infrastructure is, if people do not comply, fires will still occur. Therefore, it is necessary to have mandatory training for both homeowners and tenants on fire prevention and fighting.
“A person who understands fire prevention and fighting will reduce disasters and damage caused by fires and explosions, thereby contributing to building a community that ensures security, order, and fire prevention and fighting safety at facilities,” said the female delegate.
Many officials still avoid responsibility.
Ms. Nga also said that although the Party and State have issued many clear regulations on revolutionary ethical standards and the responsibilities of cadres and party members, such as Regulation 144-QD/TW dated May 9, 2024 on encouraging "implementing a culture of resignation when lacking capacity and prestige". But in reality, very few cadres stand up to take responsibility.
The female delegate pointed out that in recent years, the situation of officials being indifferent, avoiding, afraid of difficulties, afraid of hardships... has been frequently mentioned in reports of the Government and ministries and branches. However, no effective solution has been found to overcome this.
"At the end of the year, every party member of a party cell completes their tasks well and excellently, but the work is not going well, there are still many difficulties and problems. In my opinion, the reason lies in the evaluation of cadres and civil servants. Each party member and each civil servant needs to review whether the evaluation is objective and fair," said Ms. Nga.
According to the delegate, although the regulations on annual evaluation of civil servants, public employees and party members are very strict, with the regulation that if a person fails to complete his/her tasks after 2 years, he/she must resign, in reality, cadres are still not handled.
Because the re-processing must be based on the evaluation results and such an evaluation is not really objective and fair. To overcome this situation, it is necessary to strictly implement the evaluation of cadres and civil servants.
At the same time, there needs to be strict handling of officials and civil servants who fail to complete their tasks, even though they have been assessed as "good completion" or "excellent completion".
Only when there is a fundamental change in the way officials and civil servants are evaluated and treated can we hope to improve the responsibility of leaders, especially in serious matters such as fires and explosions that cause loss of life and property .
