In Kien Thuy district (Hai Phong), many irrigation canals are damaged and degraded, unable to ensure water supply for agricultural production.


Damaged irrigation ditches do not ensure irrigation.

The water canal after the pumping station through Nai Son field currently supplies production water for more than 20 hectares of rice and vegetables of 500 households in Tu Son commune (Kien Thuy district).

The entire canal is over 600m long, but 300m of it is broken and degraded. A leader of the People's Committee of Tu Son commune said that the canal was built of bricks over the past 30 years, so it is currently sinking and cracking, making it difficult to pump water to distant, high-altitude fields.

This also led to some households having to abandon farming due to lack of timely irrigation water. In 2019, the locality invested in renovating this canal with new rural capital, but only 300m was built.

To overcome this, every year, the locality arranges temporary repairs to the broken and collapsed areas, ensuring water supply to meet the agricultural production requirements of the people.

According to statistics, Kien Thuy district has 1,938 canals with a total length of more than 612 km. According to the Decision of Hai Phong City People's Committee, the hard canals after the pumping station in Kien Thuy district are decentralized by the city.

The canals assigned to Da Do Irrigation Works Exploitation Company Limited for management, exploitation and protection are level 1 canals originating from the pumping station discharge tank and a few level 2 canals.

The remaining level 2, level 3 and herringbone canals are under local management. According to statistics, most of the canals were built from 1999-2005, and many have now been degraded and cracked, affecting the supply of irrigation water for agricultural production.

Along with that, for level 1 and level 2 submerged canals, and suction canals in front of pumping stations, due to the impact of climate change, lack of upstream water leads to deep saltwater intrusion, making it very difficult to store and conduct water.

Currently, saline intrusion and water pollution have greatly affected agricultural production in communes along the Van Uc River (such as Tan Trao, Ngu Phuc, Kien Quoc, and Doan Xa communes) in both the winter-spring and summer-autumn crops.

In the spring crop of 2024, due to the water source of Van Uc River being affected by saltwater intrusion, it is impossible to supply water to the Cong Thong 1 canal system to serve production for the sub-regions of Doan Xa, Dai Hop, Tu Son and Tan Phong communes.

To prevent salinity and serve the drying of the Doan Xa commune area, the Thong culvert and Be Lang 1 culvert are always closed, only opened to drain when there is flooding and to reverse the water source when polluted. The main water source to the Thong 1 culvert is the Da Do river through the Cai Sanh culvert to serve agricultural production and aquaculture for the localities.

Need to pay attention to budget arrangement

In recent years, the Department of Agriculture and Environment of Kien Thuy district has actively coordinated with Da Do Irrigation Works Exploitation Company Limited to gradually resolve the above situation.

However, the renovation, repair and upgrading of works using public funds are temporarily suspended due to lack of capital arrangement.

Therefore, to temporarily fix the problem, the Company directed the stations and irrigation clusters to increase inspection, clear the channels, proactively make minor repairs, and ensure water sources for agricultural production.

From 2024, the Company will review and evaluate degraded and damaged works and include them in the plan submitted to the city for repair of 30 canals with a length of 8.3 km in Kien Thuy district. However, the city has only approved 1.25 km including: Canal built after Goc Da pumping station, canal built after Bac Son pumping station (Tan Trao commune), canal built after Dai Dong 2 pumping station.

The remaining routes will be included in the Company's repair plan for the following years. In addition, to overcome and limit saline intrusion, every year, the District People's Committee and Da Do Irrigation Works Exploitation Company Limited will make a priority list, allocate public funds, and funds for rice land protection to dredge, renovate, and upgrade the canals.

In 2024 alone, the Company will review the projects and develop a plan to propose the city to invest in renovating 26 canals with a total length of 33.5km. The city has approved the dredging and renovation of 13 canals with a total length of 18.8km.

Irrigation works exploitation stations review all irrigation works under their management, propose the city to invest in renovation, upgrading, and repair in the 2025-2030 period using public investment capital.
