Located in the heart of the bustling Southwest Urban Area of Hanoi (in Cau Giay District), where a modern lake park should have sprung up at this time, becoming the fresh "green lung" of the Capital. However, after 15 years, the project is still just a desolate land, overgrown with weeds.
The project was publicly bid since 2009, with a total research area of up to 112,366.7m². Of which: Internal roads occupy 13,132.85m². The park - regulating lake area is 99,233.85m², expected to become a livable green space for residents. Photo: Minh Quan

In 2010, the Hanoi People's Committee granted an investment certificate to VNT Company Limited to implement the project, with a plan to complete it in the 2015-2016 period. However, up to now, the project is still at a standstill, unable to reach the finish line as planned. Photo: Minh Quan
According to Dan Viet reporters, unfinished excavations of the regulating lake have appeared in the project area. Meanwhile, other underground works and auxiliary works have not shown any signs of being implemented. Photo: Minh Quan

According to the reporter's observation, the project's entrance gate was locked, surrounded by a rusty corrugated iron fence, with weeds growing wildly inside, creating a desolate scene, abandoned for many years. Photo: Minh Quan
Around the project area, household waste and construction waste are illegally collected and even burned openly, causing serious environmental pollution and spoiling the urban beauty. Photo: Minh Quan
At the project area, some machinery and equipment appeared scattered, but all were "motionless", with no signs of construction or operation. Photo: Minh Quan
While the project is still "shelved", sidewalk shops such as sandwiches, iced tea, and fruit shops have sprung up side by side, bustling with activity, creating a contrasting scene. Photo: Minh Quan
The sidewalk has been turned into a parking lot for residents living around this area. Photo: Minh Quan
Previously, a representative of VNT Company Limited committed to completing the reservoir project in the first quarter of 2023 and putting the entire project into use in the fourth quarter of 2025. However, after a short period of construction, the project fell into a "dormant" state and has remained abandoned until now. Photo: Minh Quan
Sharing with PV Dan Viet, Ms. Duong Lieu (character's name has been changed), a resident of Home City Urban Area, said that her family chose to live here because of its location adjacent to the park - lake project of Tay Nam Ha Noi Urban Area. Initially, she expected the project to bring a cool, airy green space, helping her family enjoy a fresh life in the heart of the city. However, after many years of waiting, the project area is still just a deserted, overgrown vacant lot, making her family disappointed. Photo: Minh Quan
