Speaking at the event, Ms. Nguyen Thi Nga, Deputy Director of the Department of State Records and Archives, said: "Today's event is an extremely important activity, demonstrating the responsibility and role of the archives agency in the task of publishing and promoting the value of archival documents to create conditions for the general public... to access important, reliable historical sources about a very important event of the Capital.

With nearly 200 images and archives about the day of taking over and liberating the capital, we will relive the glorious moments, the historical moment when our people fought to regain national independence and liberate the capital Hanoi. And especially, we will relive the memories of 70 years ago when the people of the capital joyfully welcomed the first moments of mastering their own destiny. Officially entering a new era, a new stage, a stage of building socialism."

Ms. Nguyen Thi Nga, Deputy Director of the State Records and Archives Department spoke at the event.

"In today's document introduction ceremony, we are also honored to invite historical witnesses who will tell us, the post-war generation, about historical memories and glorious moments, and they themselves were the ones involved," Ms. Nguyen Thi Nga emphasized.

According to Ms. Nguyen Thi Nga, the documents published today are evidence that contribute to recreating the heroic historical moments of the nation and the Capital since the Geneva Agreement in 1954 was signed with the following contents:

Some documents about the Dien Bien Phu victory, the Geneva Agreement stipulate that French troops will withdraw from Hanoi within 80 days and the Government's preparations for implementing the Agreement.

Regarding the preparation process for the takeover: To prepare well for the takeover, from February 1, 1951, the Hanoi Administrative Resistance Committee developed a Project to take over the Capital and submitted it to the Ministry of the Interior for comments. The content of the Project stated: Hanoi City occupies the most important position in the country in all aspects of politics, military, economy, culture and society. When moving to "General counter-offensive" and "General mobilization", Hanoi will be the enemy's most fiercely defensive area. From there, the Hanoi Administrative Resistance Committee assessed the situation and meticulously studied the strategy and tactics, proposed a general overall plan and tasks for each sector to turn Hanoi into a battlefield, with the slogan "Liberate the Capital".

Immediately after the Geneva Agreement was signed, in August and September 1954, the Government held many meetings on the implementation of the Agreement, including the content of taking over the Capital. On September 12, 1954, the Government Council resolved on the issue of organizing the takeover of the Capital, 8 policies and 10 disciplinary measures for soldiers, cadres and employees when entering the city to take over; established the Hanoi Administrative Committee next to the Hanoi Military and Political Committee...

Some documents introduced at the event include: Program, plan and personnel for the takeover of Hanoi Capital such as documents on the establishment of Hanoi Administrative Committee; Official Dispatch No. 236-TTg dated July 27, 1954 of the Prime Minister's Office on the plan to guide and direct the restoration of old towns and cities (previously scorched earth during the resistance war), Official Dispatch No. 1678 ZYO/3 dated August 20, 1954 of the Ministry of Health on sending Youth Volunteers to take over; Plan of the Ministry of Finance on the takeover of Hanoi City in 1954.

Regarding the situation of taking over Hanoi: On the morning of October 10, 1954, the Army units led by the City Military Committee and the 308th Division led by Major General Vuong Thua Vu - Commander of the Hanoi Front divided into many large wings, launching an operation to liberate the Capital.

The minutes of the Government Council meeting on November 3-4, 1954 contained the content of taking over the Capital and establishing the Hanoi Administrative Committee and the image of President Ho Chi Minh and other leaders still greeting the people at the rally welcoming the Central Party Committee and the Government back to the Capital of the Hanoi people at Ba Dinh Square (January 1, 1955).

Some typical reports and images include: Report on the reception of our troops and government on October 10, 1954, photos of French soldiers withdrawing from the streets of the capital; troops returning to take over the Hanoi flagpole, women in the capital radiantly welcoming the liberation army, or the sacred flag-raising ceremony on the afternoon of October 10, 1954, reports on the takeover situation after one day, one month and reports from various sectors; the situation of exchanging Indochinese currency and federal currency in October 1954...

The report dated October 24, 1954 on the situation of the delegation of cadres taking over the capital stated: The total number of cadres and staff taking over the capital divided into 3 batches from October 2 to October 24 was 4,803 people; from October 2 to October 8 was the time to fight the enemy to hand over the bases; from October 9 to October 24 onwards, the face of Hanoi was different, cadres and people welcomed the resistance troops to liberate the capital, however, due to the new work, the delegation of cadres taking over still had some shortcomings and encountered difficulties...

Taking over the public offices of the old government, the regime of civil servants and the organization of activities of the government after the takeover: Official dispatch dated November 24, 1954 of the Education Takeover Committee on the situation of taking over and the activities of schools in Hanoi; Report No. 113/BC/TQGD dated November 16, 1954 of the Education Takeover Committee on the transfer of cultural and educational agencies and schools to the Ministry of Education and the Hanoi Department of Education reproduced the fact that the sectors took over the public offices of the old government and organized activities, the resolution on renaming streets in Hanoi in December 1954...

The rally to welcome the Central Party Committee and the Government back to the Capital by the people of Hanoi on January 1, 1955: Directive No. 8025/QTHC dated December 29, 1954 of the Administrative Management Department, the Left Bank People's Committee on organizing "the day to celebrate President Ho and the Government returning to the Capital"; President Ho Chi Minh, the Central Party Committee and the Government on the stage on January 1, 1955...

In addition, this morning's event also introduced documents of musicians whose records are archived at the National Archives Center III such as Musicians Van Cao, Huy Du, Nguyen Duc Toan with songs about Hanoi including "Marching to Hanoi", "September to the Capital", "Hanoi, pink heart"... in which we can see a Hanoi that is both poetic and heroic.

The archival documents of the National Archives Center III introduced contain reliable information about the process of our army and people liberating and taking over the capital, affirming the close leadership, close adherence to the people, reliance on the people for activities and the resilient and indomitable spirit of the army and people of Hanoi.

These documents and images will continue to be displayed at the exhibition "Hanoi - Memories of the days of takeover" scheduled to open on October 2, 2024 at the Exhibition House 61 Trang Tien, Hanoi, organized by the National Archives Center III, the Department of State Records and Archives in coordination with the Information Center, Hanoi Department of Culture, Sports and Tourism.
