Announcing many newly declassified documents on the history of the Vietnam People's Army

The archives are considered a valuable source of information for research and the management and operation of national defense and security activities of the Party and State in the current period.

The salary table of the Vietnam People's Army officers in 1958, President Ho Chi Minh's letter encouraging soldiers in 1947 or the 1946 Decree of the President of the Government on the rules in the Vietnam National Army are some of the valuable documents recently declassified and published by the National Archives Center III, the State Records and Archives Department.

On December 4, the National Archives Center III introduced a collection of archival documents with the theme "80 years of the Vietnam People's Army." This is a meaningful activity to celebrate the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024), implementing the plan to publish national archival documents to serve socio-economic development and protect national sovereignty in 2024.

Announcing 150 documents about the Vietnam People's Army

According to Ms. Tran Viet Hoa, Director of National Archives Center III, the collection includes about 150 documents and images, selected from administrative document collections: Prime Minister's Office, National Assembly, Ministry of Home Affairs, President/President's Office, Government Unification Committee and the collection of documents and photo document collections: Ministry of Foreign Affairs, Major General Hoang Kien, Photographer Nguyen Ba Khoan, Professor Hoang Minh Giam, Major General Dang Vu Hiep; documents of musicians who composed works about the army such as Trong Loan, Doan Nho, Trong Bang.

This is proof of the process of building, fighting and growing of the Vietnam People's Army.

The document block at National Archives Center III includes the following contents: Establishment of the Vietnam Propaganda Liberation Army - the predecessor of the Vietnam People's Army, with typical documents such as: Directive of President Ho Chi Minh on the establishment of the Vietnam Propaganda Liberation Army, December 1944; Speech of General Vo Nguyen Giap read on December 22, 1944 in the forest of Tran Hung Dao, Hoang Hoa Tham on the occasion of the establishment of the first Liberation Army; photos of the establishment ceremony of the Vietnam Propaganda Liberation Army in the forest of Tran Hung Dao (Cao Bang) on ​​December 22, 1944...

Regarding the organization, staff of the Ministry of National Defense and the name of the Vietnam People's Army, there are: Decree No. 28 dated March 15, 1946 of the President of the Government of the Democratic Republic of Vietnam on appointing Mr. Ta Quang Buu to the position of Deputy Minister of National Defense; Decree No. 34 dated March 25, 1946 of the President of the Government of the Democratic Republic of Vietnam on the organization of the Ministry of National Defense; Decree No. 60 dated May 6, 1946 of the President of the Government of the Democratic Republic of Vietnam on the National Resistance Committee recognized by the National Assembly on March 2, 1946, now changed to the Military Commission; Official dispatch on the name of the Vietnam People's Army...

Regarding the military insignia, ranks, badges and uniforms of the Vietnam People's Army, there is Decree No. 33/QP dated March 22, 1946 of the President of the Government of the Democratic Republic of Vietnam on determining the ranks, uniforms, badges and ranks for the army of the whole country; Decree No. 71/SL dated May 22, 1946 of the President of the Government on determining the rules in the Vietnam National Army; Decree No. 124 dated July 19, 1946 of the President of the Government of the Democratic Republic of Vietnam on establishing a Council for examining ranks...

In addition, the National Archives Center III also has documents on policies and regimes for soldiers and militia: Decree No. 48 dated April 10, 1946 of the President of the United Resistance Government on the establishment throughout Vietnam of a special type of responsibility called "National Defense Responsibility"; Decree No. 50 SL dated May 15, 1947 of the President of the Government of the Democratic Republic of Vietnam on the establishment of the Military Merit Medal and the Soldier Medal to reward the army or militia self-defense force, military units, or militia and self-defense groups that have achieved many combat achievements; Report of the Central Demobilization Council on the situation of soldiers changing jobs during the organization of sending people back to production in 1958...

In the future, the public will also have access to documents about President Ho Chi Minh and the Vietnam People's Army; General Vo Nguyen Giap - the eldest brother of the Vietnam People's Army; Prime Minister Pham Van Dong and the Vietnam People's Army.

Great historical and scientific value

Accessing these documents, Mr. Vo Hong Nam, son of General Vo Nguyen Giap, expressed his emotion, affirming that the documents have great historical and scientific value.

“These documents demonstrate the goals and ideas of liberating the people, building the army and the people's war policy of the Party and State. Looking back at this collection of documents reminds me of President Ho Chi Minh, my father and many generations of leaders, commanders and soldiers. When he was alive, my father concluded that the experience of the two resistance wars was to discover the laws, act and implement the laws correctly to achieve success. I hope that these valuable documents will be preserved and disseminated so that scientists and the younger generation can continue to study and promote their value,” said Mr. Vo Hong Nam.

From the perspective of State management, Mr. Tran Trung Kien, Deputy Director of the State Records and Archives Department, said that this is a collection of documents that the staff of the National Archives Center III has painstakingly collected and preserved. The documents fully reflect the process from the formation, development and growth of the Vietnam People's Army.

“This is a valuable source of information not only for research but also for management and operation in the current period of national defense and security activities of the Party and State. The archives will commit to preserving them in the best conditions, promoting the value of this document and preserving it for many future generations,” said Mr. Kien.

Ms. Tran Viet Hoa, Director of National Archives Center III, affirmed that the set of documents reflects the process of formation, construction, fighting and development of the Vietnam People's Army from the early days of establishing the Vietnam Propaganda Liberation Army in December 1944 under the command of comrade Vo Nguyen Giap, to the resounding victories in the wars against French colonialism, American imperialism and defending the Fatherland in peacetime.

“These documents are not only a testament to the maturity of the Vietnam People’s Army but also a valuable source of information about historical achievements, defense policies and the army’s dedication to protecting the country,” said Ms. Tran Viet Hoa.

The original, typical documents published and introduced have been carefully selected and considered from the archives of the National Assembly, the Government, and the Ministries. These include original, typical, and authentic documents such as President Ho Chi Minh's handwritten manuscripts, documents signed by President Ho Chi Minh; documents on the organization and staff of the Ministry of National Defense; and files of officials going to B.

Accordingly, people who want to learn about the documents can come directly to the National Archives Center III, bring their citizen identification cards to complete the procedures according to regulations. In the coming time, the National Archives Center III will continue to coordinate with relevant agencies and units to organize activities to introduce national archives on the Vietnam People's Army Founding Day./.
