Highlights of a meaningful visit

At the invitation of General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping and his wife, General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam and his wife, together with a high-ranking delegation of the Party and State of Vietnam, paid a State visit to China from August 18 to 20, 2024.

Could you tell us about the main results of the visit?

This is the first foreign visit of General Secretary and President To Lam after being elected to the position of General Secretary of the 13th Central Committee of the Communist Party of Vietnam. The Party and State of China have arranged a very solemn and thoughtful reception, arranged the highest level of protocol, logistics and security according to the protocol of a State visit with many exceptions, demonstrating the importance of the relationship with the Party, State and People of Vietnam and General Secretary and President To Lam personally.

Although the visit lasted only over 2 days, General Secretary and President To Lam and the high-ranking delegation of the Party and State had 18 important activities. General Secretary and President To Lam and General Secretary and President Xi Jinping held high-level talks, witnessed the signing of cooperation documents, attended a tea party and state reception hosted by Xi Jinping; met with the remaining 3 key leaders, including Chairman of the National People's Congress Zhao Leji, Premier of the State Council Li Qiang, Chairman of the Chinese People's Political Consultative Conference Wang Huning; met and talked with officials of Vietnamese representative agencies in Beijing and the Vietnamese community in China. Before that, General Secretary and President To Lam and the delegation visited Guangdong province, visited the Vietnam Revolutionary Youth Headquarters Relic, visited the tomb of Martyr Pham Hong Thai, attended the Meeting with Chinese Friendship Scholars, and met with Politburo member and Secretary of the Guangdong Provincial Party Committee Hoang Khong Minh. Along with participating in a number of official activities with General Secretary and President To Lam, Mrs. General Secretary and President Ngo Phuong Ly met and exchanged with Professor Peng Liyuan, wife of General Secretary and President Xi Jinping, contributing to enhancing understanding and friendly relations between the two countries and peoples.

The top leaders of the two Parties and two countries affirmed the importance of the relationship between each other. General Secretary and President To Lam affirmed that the policy of the Vietnamese Party and State is to attach importance to and give top priority to the relationship with China. The General Secretary, President and key leaders of China affirmed that Vietnam is a priority in China's neighborly foreign policy. The two sides considered this a strategic choice of each side. The two sides agreed to continue maintaining high-level strategic dialogue, building relations between the two heads of the two Parties and two countries, and between senior leaders of Vietnam and senior leaders of China.

The two sides informed each other about the situation of each Party and each country; in-depth exchanged opinions on the relationship between the two Parties and the two countries, and agreed that the Vietnam-China relationship has developed rapidly, positively, and comprehensively in recent times, bringing practical benefits to the people of the two countries. The two sides agreed on major directions to effectively implement high-level agreements and common perceptions, including those reached between General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping over the past 10 years.

The senior leaders of the two Parties and countries devoted much attention and time to discussing cooperation orientations in various fields, including agreeing to strengthen cooperation in strategic areas such as diplomacy, defense, and public security; expanding cooperation connecting the "Belt and Road" initiative with the "Two Corridors, One Belt" framework; agreeing to accelerate the construction of "hard connections" in infrastructure, border gates, and cross-border railways between the two countries; strengthening "soft connections" in smart customs; China is willing to provide non-refundable aid for Vietnam to plan and study the feasibility of railway routes connecting Vietnam with China in the North; actively researching and piloting smart border gates, piloting the construction of cross-border economic cooperation zones, as well as building safe and stable production and supply chains; supporting capable Chinese enterprises to participate in economic development in Vietnam.

In addition to the Joint Statement between the Socialist Republic of Vietnam and the People's Republic of China on further strengthening the comprehensive strategic cooperative partnership and promoting the building of the Vietnam-China Community of Shared Future, during the visit, the two sides signed 16 documents implementing practical cooperation in many fields, including theoretical cooperation, training between the two Parties, transportation, banking, education, health, trade, protocols on the export of Vietnamese agricultural products (fresh coconut, frozen durian, crocodile), and press and propaganda. The signed documents vividly reflect the two sides' determination to promote "deeper substantive cooperation".

A notable highlight of the visit was that the General Secretary, President and the high-ranking delegation of our Party and State visited Guangzhou city, Guangdong province. 2024 marks the 100th anniversary of the day President Ho Chi Minh, in the name of International Advisor of the Communist International, set foot in Guangzhou, a vibrant revolutionary land of China and the region. Here, President Ho Chi Minh organized political training classes, established the Vietnam Revolutionary Youth Association, creating the premise for the founding of the Communist Party of Vietnam later. Also during the period from 1924 to 1927, President Ho Chi Minh and Chinese revolutionaries established a very close friendship that was later described by President Ho Chi Minh and Chinese leaders as "the close friendship between Vietnam and China, both comrades and brothers". Therefore, this visit to Guangdong is of great significance, as it is an opportunity for both sides to review the traditional friendship, solidarity, closeness and mutual assistance between the two Parties, two countries and two peoples, helping to create a more solid social foundation for the relationship between the two sides.

Looking forward to 2025, when the two countries celebrate the 75th anniversary of the establishment of diplomatic relations (January 18, 1950 - January 18, 2025), the senior leaders of the two Parties and countries decided to make 2025 the "Year of Vietnam - China Humanitarian Exchange". This is an opportunity for both sides to strengthen propaganda and education about the traditional friendship between Vietnam and China, further consolidating the social foundation.

The visit was a great success, an important activity implementing Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification, including the policy of valuing and giving top priority to relations with China. The high-level agreements and specific results achieved during the visit will continue to contribute to consolidating a favorable foreign situation, creating a peaceful and stable environment, bringing more favorable conditions to promote socio-economic development, enhancing the country's position and prestige, and successfully implementing the goals set by the 13th National Party Congress.

What measures should we take to promote the results of the visit, Comrade?

Promoting the rich and important results achieved during the visit and implementing the agreements reached is an important task in the coming time.

I think that all levels, sectors and localities need to fully perceive and understand the importance of the Vietnam-China relationship in our overall foreign policy of independence, self-reliance, multilateralization and diversification of foreign relations, as well as the importance of high-level common perceptions and agreements reached.

Such understanding will have practical effects if accompanied by active, proactive implementation and creative, drastic implementation, so that those common perceptions and agreements can truly spread and enter life, bringing practical benefits to the people. Ministries, sectors and localities need to promptly research and develop specific programs, plans and roadmaps to effectively implement high-level common perceptions. Relevant agencies and mechanisms also need to periodically review, urge and inspect the implementation.
