The changes

After nearly a year of escaping poverty, the family economy of Mr. Vo Tin, Luong Mai village, Phong Chuong commune, Phong Dien district is increasingly stable. The livelihood model of raising breeding cows, supported by the State, has brought his family an income of more than 10 million VND. To develop a sustainable economy, in addition to the agricultural land area granted by the State, Mr. Tin boldly rented an additional acre of rice fields to grow rice; at the same time, he combined building a comprehensive poultry farming model with hundreds of chickens, ducks, geese, bringing regular income to the family.

With the support of the local government for 4 initial breeding pigs, plus preferential loans, Tran Minh and his wife, Tan An village, Loc Binh commune, Phu Loc district, determined to do business. Taking advantage of the work, Mr. Minh took advantage of by-products from rice and vegetables in agricultural production as animal feed. In addition to selling breeding pigs for working capital, Mr. Minh kept a few pigs to multiply the herd after each litter of pigs. At the same time, the couple used preferential loans to invest in forest planting and logging. Having found a suitable direction for economic development, Mr. Minh and his wife were excited and worked hard. On average, each year his family sold 1.5 tons of pork, plus income from exploiting acacia, cajuput and rice production, Mr. Minh's family officially escaped poverty.

A single mother, Ms. Nguyen Thi Mai, in Diem Truong 2 village, Vinh Hung commune, Phu Loc district, is not alone in her journey to escape poverty. Not only did the local government support her in removing her temporary house, but the commune women's association also provided her with a livelihood and created a means of doing business to have a stable income. With a solid house and a stable income, Ms. Mai proactively wrote an application to escape poverty.

After 2 years of the emulation movement "For the poor - No one is left behind" in the period of 2021-2025, the poverty rate in the whole province decreased from 4.93% at the end of 2021 to 3.56% at the end of 2022, exceeding the set target by 1.37%. In 2023, Thua Thien Hue strives for the overall poverty rate in the province to decrease to 2.79%, in which the poverty rate of ethnic minorities will decrease by 3% or more, the poverty rate in communes with a high poverty rate of over 25% will decrease by 4% or more.

Mr. Pham Duc Toan, Deputy Head of the Central Emulation and Reward Committee, said, “Thua Thien Hue is one of the two leading provinces in poverty reduction in the Central region.”

Implementing the movement "For the poor - No one is left behind" launched by the Prime Minister, the Provincial People's Committee has concretized it with specific programs and plans. Support policies for people to have jobs, stable income, escape poverty, build new rural communes, and advanced new rural areas have been implemented synchronously. The movement is truly an important driving force bringing about outstanding results in poverty reduction.

According to information from the Provincial Emulation and Reward Committee, the "For the poor - No one is left behind" movement has been concretized by the province into specific movements. Attracting the attention of the whole society, the participation of the political system and all classes of people and businesses. Prominent in this movement are many sustainable poverty reduction models; helping poor households escape poverty by grassroots associations and organizations. The officials working on poverty reduction are dedicated, exemplary, and responsible; the companionship of collectives, businesses, philanthropists, etc., together contributing funds and efforts to help poor, near-poor, and disadvantaged households in the province.

In recent times, departments, branches and sectors have based on their functions and tasks to build, promptly guide and effectively implement the poverty reduction program. Notably, they have focused on activities, promoting initiatives in building, promulgating and implementing policies, and proposing solutions to achieve poverty reduction goals. Districts, towns, cities and communes, wards and towns, depending on local practical conditions, have proposed poverty reduction contents and solutions; arranged and mobilized maximum resources to reduce poverty; linked the poverty reduction program with the movement "The whole country joins hands to build new rural areas"; launched the peak month of the Day for the Poor; organized activities to support the poor during Tet, build Great Solidarity houses and charity houses.

The major policy of the Party and State on solving the housing needs for low-income people and workers in industrial parks and clusters is also focused on by the provincial government.

To date, the province has completed 3 housing projects for low-income people with 1,242 apartments, reaching 30% of the target set for the 2021-2025 period. Currently, the province is actively promoting the investment and construction of 7 projects, including 5 projects for low-income people with a scale of 6,386 apartments, 2 housing projects for workers with 4,160 apartments. This will be an important "springboard" for low-income people to rise up and demonstrate the humane motto "Leave no one behind".
