The Ministry of Information and Communications has regularly issued documents guiding and reminding organizations and businesses to comply with legal regulations when establishing and operating social networking sites. These documents help units have a clear and specific view of legal requirements during their operations.
In order to maintain a healthy online environment, the Ministry of Information and Communications has requested general e-newspapers and social networks to minimize negative information. Specifically, the rate of negative information on these platforms is required to be maintained below 15%, in order to minimize negative impacts on users and society.
The Ministry of Information and Communications has also instructed agencies and social networking sites to implement solutions to protect users, especially in the prevention of online fraud. User warnings and fraud detection have been enhanced to raise awareness and protect users' rights.
Violations of the law, especially cases of "newspaperization" of general information websites and social networks, are strictly handled by the Ministry of Information and Communications. These cases mainly violate the provision of false information or misleading information about press agencies.
The Ministry has also coordinated with local Departments of Information and Communications to review, tighten licensing and control of general information and social networking sites. Sites with domain names that cause confusion with press agencies will not be licensed to operate.
As a result, in 2024, the Ministry of Information and Communications and the Departments of Information and Communications inspected and rectified a total of 236 general electronic information pages, electronic information pages and social networks. The authorities sanctioned 46 violations, with a total fine of more than 1 billion VND. The violations were mainly related to establishing general electronic information pages without a license and not fully implementing the provisions of the license.
The Ministry of Information and Communications has detected and handled violations at 290 general information websites and social networks, including 20 cases of "newspaper-ization" of social networks. This has helped reduce illegal websites and social networks that cause confusion for users.
In particular, the Ministry has reviewed and handled 83 domain names with signs of violations, revoked 2 domain names that did not comply with regulations, and protected the transparency of the network environment.
Although violations in the field of general electronic information and social networks have decreased significantly, there are still some issues that need to be further resolved:
Some general information websites and social networks still maintain activities like newspapers, posting negative and sensational articles to attract traffic and serve advertising business purposes. This not only violates the law but also has a negative impact on users.
Some social media sites have interfaces and domain names that can easily be confused with news agencies, making it difficult for readers to clearly distinguish between social media platforms and mainstream news agencies.
Some businesses take advantage of social network establishment licenses to provide services outside the scope of regulations, such as video on demand (VOD), online training and online medical examination and treatment. This not only violates regulations but also creates potential risks for users.
Although violations in the field of general e-commerce and social networks have decreased significantly in 2024 thanks to strong and drastic solutions from the Ministry of Information and Communications, management still needs to be monitored and improved. The Ministry of Information and Communications will continue to strengthen measures to monitor and handle violations, while protecting users' rights and ensuring that information on cyberspace is transmitted transparently and correctly./.
