At the 2021 National Cultural Conference, the late General Secretary Nguyen Phu Trong emphasized that one of the key tasks that needs to be carried out is: Building Vietnamese people in the period of innovation, development, and integration with appropriate values and standards, associated with preserving and promoting Vietnamese family values, the system of cultural values, the system of national values; skillfully combining traditional values with the values of the times "patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity". These values are nurtured by Vietnamese family culture with the core values of "prosperity, happiness, progress, civilization"; cultivated and developed by advanced Vietnamese culture, imbued with national identity with the system of values "nation, democracy, humanity, science"; on the foundation of the national value system and also the noble goal of our nation "peace, unity, independence, rich people, strong country, democracy, fairness, civilization, happiness".

Implementing the guiding viewpoints at the 2021 National Cultural Conference, in recent years, all levels and sectors in the province have identified: "Building and promoting the system of cultural values (nation, democracy, humanity, science), family (prosperity, happiness, progress, civilization), human standards (patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity) is a long-term strategic process; enhancing the role, position, significance, and importance of cultural, family and human values is an important task in the current innovation process". The province has had many policies and strategies to concretize the Party's cultural guidelines; Strengthen leadership and direction in implementing tasks on family, culture and human development in the new period, notably promoting the implementation of Resolution No. 07-NQ/TU dated June 9, 2016 of the Provincial Party Committee (19th term) on "Building a healthy cultural environment, contributing to promoting socio-economic development of Nam Dinh province", so that culture "permeates deeply" in programs and projects to implement tasks of Party committees and authorities from the province to the grassroots level.
The Department of Culture, Sports and Tourism (DTC) and localities in the province have stepped up propaganda and raised people's awareness of developing cultural careers, focusing on building Nam Dinh people who are "humane, studious, self-respecting, responsible, creative, and integrated"; linking human development with studying and following Ho Chi Minh's ideology, morality, and lifestyle. Focusing on synchronously and comprehensively implementing activities to build and develop culture and people in the following aspects: building grassroots cultural life; building cultural families and communities; building a cultural and civilized lifestyle; building and improving the quality of activities of the cultural and sports institution system; promoting mass cultural, artistic, and sports movements; propagating, introducing, and promoting historical and cultural traditions, the image of the homeland and the friendly and hospitable people of Nam Dinh...
In 2024, the Department of Culture, Sports and Tourism will coordinate and guide agencies, units and localities to continue to promote the content of the Family Code of Conduct according to the motto "respect, equality, love, sharing"; organize activities: art performances, propaganda, visual agitation, conferences, seminars, talks, training, improve knowledge on family work, gender equality on the occasion of International Day of Happiness (March 20) with the theme "Happiness for everyone", Vietnamese Family Day (June 28) and National Action Month on Prevention and Control of Domestic Violence with the theme "Ending Violence, Fostering Love", Action Month for Children with the theme "Practical Action, Prioritizing Resources for Children" to honor and spread the meaning of family warmth, promote core family values, contributing to forming human standards in the new era.
In villages, hamlets and residential groups, the construction and promotion of cultural values, family and human standards are included in village covenants and conventions, becoming one of the important criteria for evaluating the titles of "Cultural Family" and "Cultural Residential Area". In particular, focusing on absorbing new cultural values of modern families, inheriting, preserving and promoting traditional family cultural values and good customs in the community; eliminating backward customs and superstitions in weddings, funerals, festivals and religious activities; raising people's awareness and responsibility for environmental protection, ensuring security, order and social safety; building a healthy cultural environment from the grassroots, contributing to changing the face of rural and urban areas, improving the material and spiritual life of the people. Up to now, the whole province has 590,178/624,323 households achieving the title of "Cultural Family" (reaching a rate of 94.53%); 2,102/2,117 villages, hamlets, and residential groups have been recognized as "Cultural Residential Area" (reaching a rate of 99.29%).
From the movement of building cultural families, new values of ideology, culture, ethics, and lifestyle in social life are affirmed; the negative impacts of the market economy mechanism are limited; grassroots cultural and sports institutions are invested in and built, promoting effective operations; cultural, artistic, and sports movements in the province are increasingly developing. From the province to the grassroots level, many exciting cultural and sports programs and events have been organized, such as: cultural and artistic performances on the occasion of celebrating the Party - celebrating Spring and major holidays and anniversaries of the country; organizing the Provincial Mass Arts Festival; coordinating to host many grassroots sports competitions, professional sports tournaments, high achievements at national, regional and international levels..., in order to improve the spiritual and cultural life, foster patriotism and national pride for a large number of cadres and people of all walks of life. Cultural and sports units focus on coordinating with localities and facilities to guide the maintenance and development of cultural, artistic and sports movements, creating conditions for people to participate in creating and enjoying culture, preserving and promoting traditional art forms and subjects, contributing to building and nurturing the souls of Nam Dinh people towards the values of "truth, goodness and beauty".
Currently, in the province, there are about 900 mass art troupes, more than 60 cultural and art clubs with diverse activities from folk songs, folk dances, four sacred animals dances to modern song - dance - music, attracting more than 3,000 members to participate. The work of preserving and promoting the value of cultural heritages with the characteristics of Nam Dinh land and people is focused on. Traditional cultural values in the locality with good customs and practices crystallized in traditional craft village products are promptly promoted and honored. Many famous festivals of Nam Dinh homeland such as: Tran Festival, Tran Temple Seal Opening Festival, Phu Day Festival, Keo Hanh Thien Pagoda Festival, Luong Pagoda Festival, Co Le Pagoda Festival, Vieng Xuan Fair... converge fully the quintessential historical and cultural values, rich in humanity, bringing many values of ideology, ethics, beliefs, and religions in spiritual life, arousing the spirit of solidarity and attachment of the community in community cultural activities.
The achievements in building and promoting the system of cultural values, family, and human standards in the province have contributed to preserving and spreading the good traditional values of the nation and Vietnamese people in general, and the characteristics and cultural identities of Nam Dinh people in particular, thereby promoting the potential and strengths of cultural and human resources to serve the socio-economic development tasks of the province in the new period - the period of integration and development.
