Hundreds of people lined up from early morning, some waiting two or three days to get a number to process their driver's license renewal. Meanwhile, staff at the reception points were working at full capacity to clear the backlog of applications.


After the Lunar New Year in 2025, the demand for driver's license renewals in Ho Chi Minh City increased sharply, overwhelming centers and causing many people to have to wait several days to get a queue number to complete the procedure.

According to observations by reporters from Giao Thong Newspaper, in recent days, driver's license renewal centers have been packed with people from morning to evening.

Before 6 a.m., hundreds of people had arrived, lining up to wait for their turn to get a number.

At the driver's license renewal point at Tien Bo Vocational School of Transportation (Tan Phu District), a large crowd gathered from early morning. Among them, many had waited 2-3 days for their turn to get a number to complete the driver's license renewal procedure.

Mr. Pham Van Hiep (residing in District 8) said that his wife lost her driver's license, so he took the opportunity to apply for a replacement.

Before going to complete the procedures, he was advised by many people to arrive early to get a queue number, as arriving late would mean missing out. Therefore, Mr. Hiep arrived at Tan Phu District at 5 am to reserve a spot, and his wife went later.

"I arrived around 6 a.m., and there were already a lot of people queuing. Following the instructions, I put my documents in the basket, sat and waited for my name to be called to pay the fee, get a number, have my picture taken, and complete the procedures... In general, the wait was very long. If I had arrived at 7 a.m., it would have been packed, and I would have had to wait until the afternoon," Mr. Hiep said.

Mr. Thanh Cang (residing in Thu Duc City) said that his Class C driver's license is about to expire in about 10 days, so he needs to renew it.

Earlier, he went to the application center on Nguyen Anh Thu Street, Trung My Tay Ward (District 12), but it was too crowded, so he went to the Tien Bo Vocational School for Transportation that issued and renewed his driver's license.

Here, the security guard said all the queue numbers for the morning had been used, so he had to go back. Learning from his first experience, the second time he arrived very early, around 6 am, to wait for his turn.

"I tried doing it online but I wasn't familiar with it and kept making mistakes, so it's more convenient to do it in person. Now I don't have much time left, so I have to hurry. Even when it's crowded, I have to be patient and wait to get the job done," said Cang.

Due to the overload, not only do people have to struggle to wait in long lines, but staff and security guards at the driver's license renewal points also have to work continuously from morning to night. Inside the processing area, the application counters are constantly bustling with people coming and going.

According to a representative from Tien Bo Vocational School of Transportation, the number of applications for driver's license renewals has increased by 20-35% in recent days, from 500 applications per day to approximately 600-680 applications per day. Therefore, center staff have had to work overtime from 6 AM to 7 PM to complete the applications for the public.

According to a report by the Ho Chi Minh City Department of Transport, on average, the city issues and renews approximately 60,000 driver's license blanks annually, accounting for 20% of the national total.

However, from October 2024, the number of people applying for license renewals surged, with nearly 890,000 license blanks requested by the end of December 2024.

Ho Chi Minh City currently has over 170,000 driver's licenses that need processing. Many people have to go 2-3 times just to get a queue number to complete the procedure for renewing their driver's license.

In particular, one of the main reasons for the backlog in the licensing process is the shortage of license forms and printing supplies.

By the end of October 2024, the Vietnam Road Administration had supplied 581,400 blank license plates to Ho Chi Minh City, meeting approximately 81.88% of the demand. Meanwhile, supplies for printing licenses, such as ink and intermediate film, were also in severe shortage.

To address this situation, Ho Chi Minh City contacted neighboring provinces and cities to temporarily borrow blank forms, while also adjusting the budget and organizing additional bidding for materials to print licenses.

The contract with the materials supplier is expected to be signed in early March 2025.

At the same time, Ho Chi Minh City is implementing emergency measures, including increasing shifts and using printing equipment at full capacity to complete the backlog of permits. The city needs approximately 50 days to complete the printing of the permits, provided there are sufficient supplies and optimal printing capacity.

Regarding the overload at registration points, staff at these points are working overtime and extended hours to process applications from citizens, striving to meet demand as much as possible. At the same time, the authorities are considering specific solutions to address the issue in the coming days.
