By the afternoon of March 28, the problems with the land clearance of the three Van Ninh - Cam Lo expressway overpasses had been basically resolved. Deputy Minister Nguyen Tuong Van requested units to focus on the progress of the "critical path" of these three intersections, while speeding up the installation of traffic safety items.
Build a daily progress "critical path" to monitor and urge
On the afternoon of March 28, a working delegation of the Ministry of Construction led by Deputy Minister Nguyen Tuong Van inspected the construction site of the North-South Expressway, Van Ninh - Cam Lo section, and the investment project to expand the expressway, Cam Lo - La Son and La Son - Hoa Lien sections. The inspection aimed to review and remove difficulties and obstacles in the project.

Mr. Nguyen Vu Quy, Director of Ho Chi Minh Road Project Management Board, reported to Deputy Minister of Construction Nguyen Tuong Van and the working delegation at the scene.
At the scene, through inspection and reports from the units, Deputy Minister Nguyen Tuong Van noted that currently the "critical path" of the Van Ninh - Cam Lo expressway project's progress is 3 intersections. This is an important item of the project, but these 3 intersections are stuck with land clearance.
The slow handover of the site, according to the Deputy Minister, is very difficult for the project. However, according to the local report, on March 28, the remaining site problems were basically resolved. The Deputy Minister requested the People's Committee of Quang Tri province to continue to pay attention to thoroughly resolving this task.
The Deputy Minister reminded investors and contractors to focus their utmost efforts to ensure project progress once the site has been cleared.
The Deputy Minister assigned the Ho Chi Minh Road Project Management Board to build a "critical path" of daily progress to monitor and urge contractors. In particular, besides focusing on the progress of the above 3 intersections, the remaining items on the entire route must also be done faster.

The Van Ninh - Cam Lo expressway project section has installed median strips, anti-glare nets, guardrails, and fences.
"For sections where asphalt concrete has been laid, we will urgently install and complete traffic safety items such as median strips, guardrails, fences, and signs. We will try to focus on completing the parts that can be done simultaneously. We will make every effort to ensure the project's progress, but at the same time, we must focus on ensuring quality," the Deputy Minister emphasized.
Previously, reporting to Deputy Minister Nguyen Tuong Van at the scene, Mr. Nguyen Vu Quy, Director of the Ho Chi Minh Road Project Management Board, said that after more than 2 years of implementation, the output of the Van Ninh - Cam Lo expressway project has reached over 80%.
At the construction site, contractors are arranging 82 construction teams, including 29 bridge construction teams, 18 road construction teams, 15 box culvert and underpass construction teams, and 20 traffic safety construction teams. In total, there are about 500 locomotives and equipment and nearly 1,500 engineers and workers working.
The remaining main volume at the project is about 7.42km of ATB asphalt concrete; 9.15km of C19 asphalt concrete and over 17km of C16 asphalt concrete. Currently, 7 asphalt concrete stations with 7 paving lines are being arranged.
The remaining traffic safety items include 35.3/65.5km of corrugated iron; 18.1/43.9km of barbed wire fence; 22/65.5km of B40 mesh fence and 35.9/64.6km of median strip.

According to the Ho Chi Minh Road Project Management Board, the locality is very determined in site clearance work, and there have been many changes in the past time, but there are still problems. The main route has been handed over 100%, but within the 272m radius of the main route in Vinh Linh district (Quang Tri), people are obstructing construction, and local protection is required during construction.
The QL9D overpass has not yet handed over the construction site for 40/120m of retaining wall with reinforcement at pier M1; the Tam Hiep overpass has not yet handed over 1 pier and 1 pillar; the QL9A overpass has not yet handed over 2 pier and 1 pillar. The QL9D intersection still has 4 households and about 1.1/4.1km of branch road; the QL9A intersection still has 2 households; the underpass Km 714+122 and the completed road Km 714+350 still have 5 households.
In addition, there are still some telecommunications infrastructure locations that have not been relocated, including the two-way access roads at the National Highway 9A overpass and the Tam Hiep overpass, which are still blocked by fiber optic cables, water pipes, and medium-voltage power lines.
The North-South Expressway project, Van Ninh - Cam Lo section, started construction in January 2023 and is scheduled to be completed in October 2025 according to the contract.
According to the leader of the Ho Chi Minh Road Project Management Board, the Board and the project implementing units are currently striving to open the main route, basically completing it by April 30. Particularly, the 3 above-mentioned overpasses are striving to work at all costs "3 shifts, 4 shifts" to complete by June 30, with the condition that the locality hands over the site completely in March 2025.
Committed to hand over the site in March

The North-South expressway project, Van Ninh - Cam Lo section, has a total route length of more than 65.5km, of which the section through Quang Binh province is more than 33km, and the section through Quang Tri province is more than 32.5km.
Previously, based on the direction of Deputy Prime Minister Nguyen Chi Dung at the meeting on March 10, the Ministry of Construction issued a document reporting the results of reviewing difficulties and recommendations of Working Group No. 2 for 5 expressway projects.
In particular, Quang Tri province is required to hand over the entire site to the contractor by the end of March 2025 at the latest so as not to affect the progress of the Van Ninh - Cam Lo component project.
Mr. Le Duc Tien, Vice Chairman of Quang Tri Provincial People's Committee, said that currently, Vinh Linh and Cam Lo districts are resolutely implementing and determined to hand over the remaining land in March.
According to the report of the leaders of the People's Committee of Cam Lo and Vinh Linh districts, by the afternoon of March 28, for the construction scope of the 3 above-mentioned expressway overpasses, at the QL9D overpass and the QL9 Northern bypass overpass (Tam Hiep overpass), people had received money to hand over the remaining piers and pillars.
As for the QL9 overpass, in addition to the construction site for 3/4 of the bridge piers, by the afternoon of March 28, there was a construction site for the remaining bridge pier and the western bridge abutment. By the afternoon of March 28, there were 9 cases affecting the construction site for the QL9 overpass, including 2 cases directly affecting the construction of the remaining bridge abutment in the east. Cam Lo district is focusing on implementing and will complete the handover of the QL9 overpass construction site in March.
At the same time, deploy solutions to hand over the remaining land areas of flyovers and branch roads.

Regarding the investment project to expand the Cam Lo - La Son and La Son - Hoa Lien expressway from 2 to 4 lanes, the Ho Chi Minh Road Project Management Board said that it is currently completing related documents and procedures for early implementation.
In particular, the investment project to expand the La Son - Hoa Lien expressway is expected to start construction in May 2025 and be completed in 2026.
The Cam Lo - La Son expressway expansion project has not yet been allocated capital. The Ho Chi Minh Road Project Management Board recommends that the Ministry of Construction report to competent authorities to soon allocate capital for the project to be implemented.
