Proposal of over 15,300 billion VND to expand the expressway section of Ho Chi Minh City

The Ho Chi Minh City - Long Thanh expressway section is proposed to be expanded to 8 - 10 lanes, with a total estimated investment of over 15,300 billion VND.


Informing reporters, a representative of Project Management Board 7 said that recently, this unit has submitted a document to the Ministry of Construction for appraisal of the investment policy for the project to expand the Ho Chi Minh City - Long Thanh expressway section.

Investment in expanding the Ho Chi Minh City - Long Thanh route will meet connectivity needs when the Long Thanh International Airport project is put into operation (Photo: Ta Hai).

According to the proposed plan, the investment scope for expanding the route has a total length of nearly 22km. The starting point of the project is at Km 4+000 (Ring Road 2 intersection) in Thu Duc City, Ho Chi Minh City.

End point at Km 25+920 (Bien Hoa - Vung Tau expressway intersection) in Long Thanh district, Dong Nai province.

In terms of scale, the Ring Road 2 - Ring Road 3 viaduct section (Km 4+000 - Km 8+44.5) will be widened by 7.75m on each side to reach a scale of 8 lanes. In which, the total width of the bridge is 42m including 2 units.

The section from Ring Road 3 to Bien Hoa - Vung Tau expressway intersection (Km 8+44.5 - Km 25+920) will be invested in expanding to 10 lanes.

In which, the extended route is 11m on each side, the roadbed width is 49.5m. The extended bridge is 11.5m on each side, the total bridge width is 49.5m, including 2 units.

Long Thanh Bridge (over 2,300m long) will build a new bridge unit with a scale of 5 complete lanes (with an emergency lane), the bridge width is 23.75m. The existing Long Thanh Bridge will maintain its current scale with 4 complete lanes (with an emergency lane), the width is 19.75m.

With the above plan, the total preliminary investment of the project is about more than 15,337 billion VND. Of which, compensation, support and resettlement costs are more than 967 billion VND; Construction costs are more than 11,116 billion VND; Equipment costs are nearly 99 billion VND; Project management, consulting and other costs are more than 1,126 billion VND; Contingency costs are more than 1,980 billion VND.

The proposed project investment capital source is taken from the increased central budget revenue in 2024.

In implementation, the proposed project is divided into 3 component projects.

Specifically, component project 1: investment in expanding the expressway section from Ho Chi Minh City to Long Thanh

Component project 2: Compensation, support and resettlement project for the section passing through Ho Chi Minh City.

Component project 3: Compensation, support and resettlement project for the section passing through Dong Nai province.

According to the project roadmap, the project will start construction in the third quarter of 2025 and will be basically completed in 2026.

"To start and complete the project in sync with the Long Thanh international airport project, Project Management Board 7 has considered and recommended that competent authorities apply a number of specific mechanisms and policies related to contractor selection; procedures for preparing, examining and appraising feasibility study reports, technical designs and site clearance work," said a representative of Project Management Board 7.

Project Management Board 7 said that according to statistics from the time it was put into operation until now (2015 to the end of 2023), the traffic volume on the Ho Chi Minh City - Long Thanh - Dau Giay expressway has continuously increased, averaging about 10.82%/year.

According to calculations, the transportation demand on the Ho Chi Minh City - Long Thanh - Dau Giay expressway, from An Phu intersection to Bien Hoa - Vung Tau expressway intersection (Km0 - Km25+920) is at full load with 4 lanes.

With the current scale of 4 lanes, the section from An Phu intersection to Bien Hoa - Vung Tau expressway intersection cannot meet the transportation demand, especially when Long Thanh International Airport phase 1 is put into operation. Researching and investing in expanding the Ho Chi Minh City - Long Thanh expressway project is very necessary and urgent.
