The Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Rural Development) said that at 6:00 a.m. this morning (September 24), the upstream water level of Hoa Binh Hydropower Reservoir was at 116.5m; while the inflow to the reservoir was 1,087m3/s, the discharge was 3,937m3/s.
Implementing the inter-reservoir operation process on the Red River basin, the Minister of Agriculture and Rural Development ordered the Director of Hoa Binh Hydropower Company to close the remaining bottom discharge gate of Hoa Binh Hydropower Reservoir at 12:00 on September 24; at the same time, closely monitor the development of rain and floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry.
To ensure safety for constructions and riverside activities, the Ministry of Agriculture and Rural Development has requested 12 provinces and cities, including Hanoi, to notify authorities at all levels, people, and organizations operating on rivers and along rivers to proactively take measures to ensure safety and adjust activities accordingly.
Localities absolutely do not allow people to go to areas at risk of landslides or construction sites to avoid unfortunate damages that may occur. At the same time, continue to closely monitor weather developments and floods on rivers to proactively prevent and combat.
