
According to the Department of Dike Management and Disaster Prevention ( Ministry of Agriculture and Rural Development ), at 6:00 AM this morning (September 24), the upstream water level of the Hoa Binh hydropower reservoir was at an elevation of 116.5m; while the inflow to the reservoir was 1,087 m3/s and the outflow was 3,937 m3/s.
Implementing the inter-reservoir operating procedure on the Red River basin, the Minister of Agriculture and Rural Development ordered the Director of Hoa Binh Hydropower Company to close the remaining bottom sluice gate of Hoa Binh hydropower reservoir at 12:00 PM on September 24th; at the same time, closely monitor the developments of rainfall and floods, the safety of the structure, the inflow to the reservoir, and the water levels upstream and downstream of the reservoir, and promptly report to the Ministry.
To ensure the safety of structures and activities along the riverbanks, the Ministry of Agriculture and Rural Development requests 12 provinces and cities, including Hanoi , to inform local authorities, residents, and organizations operating on or along the river about this information so that they can proactively take safety measures and adjust their activities accordingly.
Local authorities must absolutely prevent people from going to areas at risk of landslides or construction sites, to avoid unfortunate damage. At the same time, they should continue to closely monitor weather developments and rainfall on rivers to proactively prevent and mitigate damage.
