Monitoring data shows that at 3:00 p.m. on September 4, the upstream water level of Hoa Binh Lake was at 111.56 m, the inflow to the lake was 3,684 m 3 /s, and the discharge was 2,213 m 3 /s.
Meanwhile, the upstream water level of Tuyen Quang Lake at 3:00 p.m. on September 4 was measured at 117.05 m, the inflow to the lake was 789 m 3 /s, and the discharge was 1,216 m 3 /s.
Implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg of the Prime Minister, on the afternoon of September 4, the Minister of Agriculture and Rural Development sent a telegram to the Director of Hoa Binh Hydropower Company and the Director of Tuyen Quang Hydropower Company.
Accordingly, the Ministry of Agriculture and Rural Development ordered Hoa Binh Hydropower Company to open 1 bottom spillway gate of Hoa Binh Hydropower Lake at 8:00 p.m. on September 4; Tuyen Quang Hydropower Company to open the 2nd bottom spillway gate of Tuyen Quang Hydropower Lake at 8:00 p.m. on the same day.
The Ministry of Agriculture and Rural Development also requested the two hydropower companies of Hoa Binh and Tuyen Quang to closely monitor the developments of floods and rains, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir; promptly report to the Ministry of Agriculture and Rural Development and relevant agencies according to regulations.
Previously, the Ministry of Agriculture and Rural Development ordered Thac Ba Hydropower Joint Stock Company to open two floodgates. So far, all three large hydropower reservoirs in the Red River basin, including Hoa Binh, Tuyen Quang and Thac Ba, are operating to discharge floodwaters.
