Hoa Binh Hydropower Plant opens 3 flood gates, Red River water level is rising

Hoa Binh Hydropower Plant is opening 3 bottom spillway gates.

Implementing the inter-reservoir operation process on the Red River basin according to Decision No. 740/QD-TTg of the Prime Minister, based on the upstream and downstream water levels of Hoa Binh Hydropower Reservoir, the Ministry of Agriculture and Rural Development sent a telegram to Hoa Binh Hydropower Company.

Accordingly, at 12:00, 13:00 and 15:00 on September 22, 2024, Hoa Binh Hydropower Company opened 3 consecutive flood discharge gates of Hoa Binh Hydropower Reservoir. The water level downstream of the Red River is currently increasing gradually.

Deputy Director of Hanoi Department of Agriculture and Rural Development Nguyen Van Quyen said that to proactively ensure safety for people, works and riverside activities when Hoa Binh hydropower reservoir discharges floodwaters, the unit has sent an official dispatch requesting People's Committees of districts, towns and irrigation enterprises to focus on response measures.

The key task is to immediately notify authorities at all levels, people, organizations operating on rivers and riverbanks; aquaculture facilities, water transport vehicles; ferry terminals; review and ensure the safety of works under construction; activities of sand and gravel exploitation, gathering and transit to know information about flood discharge from Hoa Binh hydropower reservoir to proactively take preventive measures to ensure safety of people and property.

The Hanoi Department of Agriculture and Rural Development also requested districts, towns and 4 irrigation enterprises to continue to strictly implement the direction of the Hanoi City Steering Committee for Natural Disaster Prevention, Control and Search and Rescue in Document No. 54/BCH dated June 13, 2024 on ensuring the safety of works and downstream reservoirs belonging to the inter-reservoir system in the Red River basin during the flood season of 2024.
