With good and creative ways in building new rural areas (NTM) in Hoa Vang district, Da Nang city has continued to leave a clear mark on all aspects of economic and social life. From there, it has contributed to creating motivation for the aspiration of Hoa Vang district to become a town in the near future.
Motivation from new rural areas
Mr. Phan Duy Anh - Vice Chairman of Hoa Vang District People's Committee said: Hoa Vang is the only agricultural district in Da Nang City implementing the National Target Program on New Rural Development. In 2015, Hoa Vang District was recognized by the Prime Minister as meeting the New Rural Development standards. By the end of 2024, the entire district will have 11/11 communes meeting the New Rural Development standards, with 5 communes meeting the advanced New Rural Development standards including: Hoa Chau, Hoa Tien, Hoa Phuoc, Hoa Khuong, Hoa Phong.
Currently, Hoa Vang is continuing to build an advanced, model new rural area with the key goal of striving to achieve type IV urban standards and be recognized as Hoa Vang town by the end of 2025.

In 2024, the district will focus on mobilizing resources to invest in building the transport system and urban infrastructure with a total mobilized capital for basic construction of VND 692,647 billion (of which direct investment capital for new rural areas is VND 200 billion, combined capital is VND 492,647 billion). Particularly, the direct investment capital for new rural areas in 2024 is VND 200 billion, implemented according to Resolution No. 72/2021/NQ-HDND. The disbursed budget up to December 25, 2024 is VND 112,922 million.
Mr. Anh said that in the process of building the new rural area, Hoa Vang district always focuses on promoting the role of the people, mobilizing people's strength in donating land, contributing money, labor days to build public works, renovate mixed gardens, rural roads... Thanks to that, up to now, the infrastructure system of electricity, roads, schools, and stations has been invested synchronously, meeting the socio-economic development needs of the district.

At the same time, the district People's Committee focused on planning work, aiming to build the urban subdivision of Hoa Vang district. In 2024, the locality will invest in and upgrade 13.9km of rural roads and alleys; 34.14km of lighting for people in the communes of Hoa Tien, Hoa Nhon, Hoa Ninh, Hoa Phu, Hoa Bac; 12km of intra-field roads for production; 5.22km of irrigation canals.
At the same time, invest in building, upgrading and renovating 16 kindergartens and primary schools; 15 cultural houses and village sports areas in Hoa Phong, Hoa Chau and Hoa Tien communes; invest in 47 residential drainage ditches with a total length of 8.08km.

Up to now, the whole district has 43/45 public schools recognized as meeting national standards, reaching 95.6% and 19/19 primary schools meeting Green School standards; 100% of communes meet national standards on health, the health insurance coverage rate of the whole district reaches 95.8%. Cultural, artistic and mass sports activities are promoted and increasingly exciting; cultural values and traditional festivals are cared for, preserved and promoted.

National defense and security in the district are maintained, political security and social order and safety are enhanced. Social security work is also well implemented, especially focusing on implementing poverty reduction solutions. In 2024, Hoa Vang district issued 5,727 health insurance cards to members of poor, near-poor, escaped-poverty households, and ethnic minorities with a budget of over 2.3 billion VND.
Aiming at a civilized and modern urban area, Hoa Vang district focuses on effectively implementing the digital transformation program in building new rural areas, effectively reforming administrative procedures, and moving towards smart new rural areas in the 2021-2025 period.

It is known that the People's Committee of Hoa Vang district has recognized 3/113 villages as smart villages in 2024 (Duong Lam 1 village, Tuy Loan Dong 2 village in Hoa Phong commune and Tra Kiem village in Hoa Phuoc commune). In addition, the People's Committee of Hoa Phuoc commune has developed a project "Piloting the construction of a digital transformation model for new rural areas towards smart new rural areas" to submit to the District People's Committee for consideration.
Efforts to reach the town level
Mr. Phan Duy Anh - Vice Chairman of Hoa Vang District People's Committee said that in order to increase income criteria and improve people's lives, Hoa Vang District has focused on leading and directing the synchronous implementation of many solutions. The locality continues to effectively implement the project of restructuring the agricultural sector, developing the rural economy; strongly implementing the One Commune One Product (OCOP) Program to increase added value, in line with the digital transformation process, and adapting to climate change.

In recent times, agricultural production combined with experiential tourism in the district has gradually been formed and expanded; production activities of agricultural cooperatives have brought positive results; improving the quality of vocational training for rural workers... has contributed to increasing people's income in a sustainable way.
Activities of applying and transferring science and technology in the fields of production and life are promoted, gradually improving quality. In 2024, Hoa Vang district mobilized people to convert 8.5 hectares of ineffective production land to grow other crops, restoring 37.88 hectares of production land in Hoa Tien, Hoa Khuong, Hoa Phong, and Hoa Lien communes.
The district has 8 areas (51.89 hectares) with planting area codes, vegetable and flower growing areas continue to organize regular production. In addition, 119.5 hectares of aquaculture area are maintained, many livestock models are widely deployed, bringing high economic value.

In 2025, Hoa Vang district will mobilize all its resources to focus on building advanced and model new rural areas in communes to complete the task of having 100% of communes meet advanced new rural standards and 5 communes meet model new rural standards by the end of 2025.
In which, consider recognizing communes meeting advanced NTM standards for 3 communes (Hoa Lien, Hoa Bac, Hoa Ninh) and 3 communes meeting model NTM standards (Hoa Tien, Hoa Chau, Hoa Khuong (or Hoa Nhon) according to the set of criteria for advanced and model NTM in the period 2021-2025.
In addition, the district continues to maintain and improve the quality of criteria of communes that have met advanced and model NTM standards in the period of 2022-2025; upgrade facilities and infrastructure towards urban areas in the communes; promote production development, create jobs, and increase people's income; focus on maintaining stable criteria such as environment, culture, poor households, security and order, production organization forms... to ensure conditions for Hoa Vang district to build to meet type IV urban standards and become a town.
