Monitoring data shows that at around 9:00 a.m. on September 22, 2024, the upstream water level of Hoa Binh Lake was 116.99 m high; the inflow to the lake was 3,179 m3/s, and the discharge was 2,039 m3/s.
Pursuant to the provisions of Clause 2, Article 12 of the Inter-reservoir Operation Procedures on the Red River Basin issued under Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, on the morning of September 22, the Ministry of Agriculture and Rural Development ordered Hoa Binh Hydropower Company to open 1 bottom spillway gate of Hoa Binh Hydropower Reservoir at 12:00 on September 22.
Hoa Binh Hydropower Company is responsible for closely monitoring the developments of floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly reporting to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control) and relevant agencies as prescribed.
On the same morning, the Ministry of Agriculture and Rural Development also sent an official dispatch to Hanoi and 11 provinces and cities requesting the implementation of measures to ensure downstream safety when operating the Hoa Binh Hydropower Reservoir.
