Since the Hanoi Declaration was adopted here eight years ago, there has been significant progress in the way parliaments support the implementation of the Sustainable Development Goals, said Lord Fakafanua. However, difficult challenges remain. Therefore, discussing how to harness Digital Transformation to accelerate the implementation of the Sustainable Development Goals is a top priority.
The discussion and exchange of practical parliamentary experiences of the delegates took place enthusiastically. Accordingly, the discussion focused on: Perfecting institutions and policies in promoting the digital transformation process to enhance opportunities for sustainable economic development; Sharing experiences of parliaments of countries in legislative work, supervision and the role of young parliamentarians to promote the digital transformation process in the context of the 4th industrial revolution (4IR); Sharing progress in digitizing parliamentary activities for sustainable development; Proposing policies and solutions, especially perfecting institutions on innovation, testing new models, deploying new applications, digital platforms to accelerate digital transformation; Universalize digital connectivity, raise digital awareness, digital culture and digital skills for people, narrow the digital gap and ensure equitable access to technology towards the goal of leaving no one behind in the digital environment, ensuring sustainable development.
Speakers on this topic included: Mr. Dan Carden, President of the IPU Young Parliamentarians Forum, Member of the House of Representatives of the United Kingdom; Ms. Cynthia Lopez Castro, Member of the House of Representatives of Mexico, President of the IPU Women Parliamentarians Forum; Mr. Luu Ba Mac, Member of the National Assembly of Vietnam; Ms. Yetunde Bakare, Director of YIAGA Africa. Delegates also listened to a video message from Mr. Walter Cervini, Member of the House of Representatives of Uruguay.
Delegates agreed that digital transformation has been and is affecting the socio-economic development of each country. No country can stand outside this process if it does not want to be left behind. Digital transformation helps change the way the economy operates, dramatically increase labor productivity, create new driving forces for economic growth; help state agencies operate more transparently and effectively, helping to narrow the development gap.
Delegates are willing to share lessons learned and initiatives in digital transformation of their countries and believe that access to technology is very important not only within each country but also between countries.
Chairman of the IPU Young Parliamentarians Forum Dan Carden said that currently, young people make up 50% of the world's population, but only 2.8% of parliamentarians in national parliaments are under 30 years old. Through the sharing of speakers at the Conference, young people are always the pioneering force in many fields such as economic industry... with dynamic, flexible and effective contributions.
According to Mr. Dan Carden, the way young people see the world and perceive issues is different from other generations, but no matter who they are, they must be responsible for keeping up with changes and finding solutions to adapt to changes, especially in parliamentary activities. If young people do not have the opportunity to express their opinions, parliaments will become increasingly distant from the people. Therefore, improving institutional capacity and creating opportunities for young people to speak up will help parliaments connect closely with the community and the people. Emphasizing the role of young parliamentarians in digital transformation, the Chairman of the IPU Young Parliamentarians Forum said that young parliamentarians will be the connecting factor and the IPU will break down barriers, and it is necessary to create conditions for young people to participate more in the policy-making process.
The parliamentarians all expressed their joy at having the opportunity to express their awareness of digital technology, digital transformation and innovation, the current situation, achievements and challenges that their countries are facing, and to promote the role of young people in the process of grasping and mastering technology and digital, thereby applying it in practice to change and solve problems at all levels, for themselves, their communities, their countries, their regions and even global challenges. In particular, when young people in parliament raise their awareness and skills to change their own thinking, they will contribute greatly to changes in policies and institutions, creating positive developments on a global scale.
