Customs sector implements 8 key tasks according to Directive No. 06

(HQ Online) - Pursuant to Directive No. 06/CT-TTg dated February 15, 2024 of the Prime Minister on urging the implementation of key tasks after the 2024 Lunar New Year holiday, the General Department of Customs requires heads of affiliated and subordinate units to deploy 8 key tasks to complete assigned tasks.

The General Department of Customs requests units to thoroughly disseminate to all officers, civil servants and employees in the unit to seriously and fully implement the contents of Directive No. 06/CT-TTg. Focus immediately on handling work, do not let delays affect production, business and socio-economic activities, especially for work that has been backlogged due to Tet holiday. In particular, continue to urgently, seriously, synchronously and effectively implement the tasks and solutions assigned by the Government and the Prime Minister, especially the tasks in Resolution No. 01/NQ-CP dated January 5, 2024 on the main tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2024; Resolution No. 02/NQ-CP dated January 5, 2024 on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2024; Resolution No. 20/NQ-CP dated February 5, 2024 of the Government on the regular Government meeting in January 2024.

At the same time, strictly implement administrative discipline, labor discipline, do not organize spring outings, New Year greetings that affect work time and efficiency. Absolutely do not attend festivals during working hours, do not use state budget, means, public assets against regulations for festival activities, entertainment...

The General Department of Customs requests units to immediately start implementing key projects and work programs for 2024 issued by the General Department of Customs in Decision No. 288/QD-TCHQ dated January 31, 2024 to ensure timely completion and quality. In particular, projects on drafting legal documents in accordance with the correct order and procedures are an important legal basis for building and implementing Digital Customs, the Smart Customs model and administrative reform in the customs sector, improving the effectiveness of state management of customs.

Resolutely and thoroughly resolve the plans and tasks that have been set out; the agreed work contents must be resolutely implemented to the end, especially the directions of the Government, the Prime Minister, the Ministry of Finance and the contents agreed upon by the Party Committee Standing Committee and the General Department's leadership; thoroughly prepare the contents to serve the 7th Session of the 15th National Assembly. Monitor and closely follow the progress and implementation results and review the responsibilities of units and individuals in failing to carry out the assigned tasks.

Review and identify key and key tasks on a monthly and quarterly basis to focus on direction and management, have timely and effective policy responses, and thoroughly resolve and remove issues associated with strengthening inspection and supervision, especially for content and issues that are still complicated, long-standing, and arising issues...

Units need to develop plans and resolutely and synchronously implement the solutions stated in Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP and the Action Plan of the Ministry of Finance. Strengthen administrative procedure reform, modernize customs work, facilitate trade and import-export activities, shorten time and cost of customs clearance of goods, contributing to macroeconomic growth.

Strengthen control and combat against smuggling and trade fraud, illegal transportation of goods across borders on all routes and key areas, focusing on prohibited goods, high-value goods, high tax rates... to prevent, detect, arrest and promptly handle violations.

Focus on effectively implementing financial tasks - State budget in 2024; strictly manage revenue sources. Thoroughly grasp and deploy solutions according to Directive No. 371/CT-TCHQ dated January 24, 2024 on synchronously and drastically implementing solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in implementing the State budget collection task in 2024. Thoroughly save expenditures, especially regular expenditures, non-urgent expenditures according to Resolution No. 01/NQ-CP and Directive No. 01/CT-TTg of the Prime Minister.

In particular, the General Department of Customs requires units to closely follow the budget allocation plan, requires units to commit to disbursement and remove obstacles in the implementation process, focus on directing drastic measures to accelerate the implementation progress at units with large budget estimates; urge units to improve the rate and quality of disbursement work. Focus on accelerating the disbursement progress of IT projects, investing in purchasing equipment for customs inspection and supervision, ensuring compliance with legal regulations and meeting task requirements.
