(HQ Online) - To remove difficulties for enterprises operating warehouses in Lang Son province, Lang Son Customs Department has proactively met and had dialogues with enterprises. Through the discussions and meetings, enterprises highly appreciated the activeness of the Customs agency in general and Lang Son Customs Department in particular in resolving problems arising during the process of participating in import-export activities.

Many infrastructure limitations
Currently, in the management area of Lang Son Customs Department, there are 21 locations for gathering, inspecting and supervising import and export goods at 4 border gates; 3 bonded warehouses operating at Coc Nam border gate and Chi Ma border gate; 2 postal and express delivery warehouses and 2 duty-free shops at Huu Nghi international border gate; 2 locations for inspecting goods at the foot of construction sites belonging to Bao Long Company Limited and Dong Banh Cement Factory; at Chi Ma border gate there are 8 locations, Tan Thanh border gate has 7 locations, Coc Nam border gate has 4 locations, Huu Nghi international border gate has 2 locations.
At the meeting with warehouse enterprises held on April 1, 2024, Mr. Doan Thanh Son, Vice Chairman of Lang Son Provincial People's Committee requested: To facilitate import and export activities of goods through Huu Nghi international border gate, Tan Thanh border gate and other border gates in the area, relevant agencies and units need to proactively grasp and remove difficulties and obstacles of enterprises operating at the border gates. Strengthen the grasp of the import and export situation, report to the leaders of the Provincial People's Committee to promptly direct the resolution of arising problems. Along with that, continue to organize exchanges and talks with relevant Chinese agencies to coordinate to create favorable conditions for quick customs clearance procedures. Vice Chairman Doan Thanh Son also requested Lang Son Customs Department to continue to effectively manage import and export goods; strengthen guidance and promptly resolve difficulties and problems of import and export enterprises passing through the area. Functional forces need to preside over and coordinate with other forces to continue to effectively ensure security and order, traffic flow, regulation and arrangement of import and export vehicles to avoid congestion at border gate areas; Cao Loc and Van Lang District People's Committees proactively carry out site clearance for projects at border gates... |
According to Lang Son Customs Department, through reviewing and checking the business situation, enterprises operating warehouses and duty-free shops in the area all meet the regulations in Decree 68/2016/ND-CP amended and supplemented by Decree 67/2020/ND-CP. However, due to the requirements of import and export activities, the volume of means of transport and import and export goods has increased, so some warehouses have expanded their area. Enterprises that have expanded their area have exceeded the licensed area, or warehouse enterprises have not arranged separate storage areas for import and export goods, transit goods, and backlog goods according to the regulations in Decree 08/2015/ND-CP...
In addition, the fence system, surveillance cameras, management software... at most warehouses still have many limitations such as: Enterprises have not fully entered data into their management software; the connection line from the camera from the warehouse to the Customs agency is not synchronized, the fences at warehouses and construction investment locations are not synchronized... causing many difficulties for customs management.
Previously, at the working session with the leaders of Lang Son Provincial People's Committee on April 1, 2024, representatives of Xuan Cuong Friendship Joint Stock Company and Bao Nguyen Commercial Transport Joint Stock Company (2 enterprises operating at the Huu Nghi international border gate and Tan Thanh border gate) said that, in addition to the advantages, in the process of operation, the enterprises also encountered some difficulties and problems related to the situation of import and export of goods, foreign affairs, traffic flow, vehicle regulation, border gate infrastructure, digital border gate platform, digitalization of business activities, management of passenger cars in the border gate, site clearance for project implementation, focal point coordination work at the border gate, etc.
Representatives of enterprises proposed and recommended to the Provincial People's Committee and relevant departments, branches and forces of the province a number of contents such as: opening more lanes in and out of the Huu Nghi international border gate area; researching and considering implementing customs procedures to facilitate the operations of enterprises operating wharfs; strengthening negotiations with China to agree on the method of goods delivery between the two sides; relevant agencies to consider and promptly submit to the Provincial People's Committee for approval to adjust and expand the wharf area at the border gate so that enterprises can carry out the next investment steps...
Efforts for the business community
At the 2024 Customs - Business Dialogue Conference with 30 warehouse businesses in the area held on April 9, 2024. Lang Son Customs Department answered questions of businesses operating warehouses at the province's border gates. Mr. Nguyen Anh Tai, Deputy Director of Lang Son Customs Department, said that the Customs agency acknowledged and accepted recommendations from businesses to recommend to the General Department of Customs to study and amend a number of customs regulations in the management and supervision of warehouses for import and export goods to facilitate the operations of warehouse businesses.
However, Mr. Nguyen Anh Tai recommended that enterprises need to study and fully implement the responsibilities of warehouse business enterprises as stipulated in Article 41 of the 2014 Customs Law, identify the tasks that need to be implemented as stipulated in Clause 2, Article 34 of Decree 08/2015/ND-CP. At the same time, it is recommended that enterprises maintain and meet the regulations on operating conditions in Decree 68/2016/ND-CP amended and supplemented in Decree 67/2020/ND-CP on conditions for duty-free business, warehouses, locations for customs procedures, assembly, inspection and supervision.
In addition, Lang Son Customs Department requested enterprises to maintain and comply with regulations on operating conditions, duty-free business, warehouses, customs clearance locations, assembly, inspection, and customs supervision. Closely coordinate with border customs branches in implementing management and supervision work, regularly exchange information, and immediately report any problems or incidents for timely handling and guidance.
In particular, Mr. Nguyen Anh Tai said that enterprises also need to pay attention to and train a team of capable and qualified leaders and employees to operate equipment and software connecting with the Customs agency...
