Details of functions and tasks of 7 newly established departments under the Ho Chi Minh City People's Committee

(NLDO) - The People's Committee of Ho Chi Minh City has just issued a decision regulating the functions, tasks, powers and organizational structure of specialized departments after the reorganization.


Previously, at the 21st session, the 10th Ho Chi Minh City People's Council, term 2021-2026, voted to approve a resolution to establish 7 specialized departments under the Ho Chi Minh City People's Committee, including: Department of Finance, Department of Home Affairs, Department of Construction, Department of Transport and Public Works, Department of Science and Technology, Department of Ethnic Minorities and Religions, Department of Natural Resources and Environment.

Thus, the Ho Chi Minh City People's Committee has 16 specialized agencies after the arrangement (5 agencies less than before): 7 newly established departments; 8 units with streamlined focal points, internal organization or receiving additional functions and tasks (6 departments and the Ho Chi Minh City People's Committee Office, City Inspectorate) and the Department of Food Safety is piloting according to Resolution 98/2023 of the National Assembly.

The Decisions regulating the functions, tasks, powers and organizational structure of specialized departments under the Ho Chi Minh City People's Committee after the reorganization take effect from March 1 and replace previous decisions of the Ho Chi Minh City People's Committee.

The functions and tasks of the 7 newly established departments are as follows:

The Department of Finance advises and manages the state on finance; state budget; planning; investment plans, socio-economic development; public investment; mechanisms and policies in economic fields, attracting investment resources, restructuring the economy, developing new economic models, new business methods, supporting enterprises, developing regional linkages, cooperating with localities; domestic investment, foreign investment and public-private partnership...

Organizations under the Department of Finance include the Office, Inspectorate and the following departments: General and Budget Management; Administrative and Local Finance; Budget Settlement; Public-Private Partnership and Debt Management; Sectoral Economics; Science and Education, Culture and Society; Bidding and Investment Supervision; Foreign Economics; Business Registration; Enterprises, Collective and Private Economy; Public Asset Management; Price Management.

The Department of Corporate Finance, the Bidding Consulting Center, Investment Support and Enterprise Development are also under the Department of Finance.

The Department of Home Affairs advises and manages the state on organizational structure; job positions, civil servant rank structure and civil servant payroll in state administrative agencies and organizations; job positions, civil servant structure according to professional titles and the number of employees in public service units.

Salaries for cadres, civil servants, public employees, contract workers in administrative agencies, organizations, public service units; administrative reform, reform of civil servant and public service regime; local government; administrative boundaries.

Management of cadres, civil servants, and public employees; commune-level cadres, civil servants, and non-professional workers at the commune level, in neighborhoods and hamlets; training and fostering cadres, civil servants, and public employees and commune-level cadres and civil servants; state documents and archives; emulation and rewards; labor, wages and employment in the enterprise sector; social insurance; occupational safety and hygiene; meritorious people; gender equality...

The Department of Home Affairs has an Office, Inspectorate and the following departments: Administrative reform; Civil servants and public employees; Organization, payroll and non-governmental organizations; Government building and youth work; Document and Archive management; People with merit; Employment - Labor safety; Labor - Salary - Social insurance;

Emulation and Reward Board and public service units: Historical Archives Center, Management Board, Employment Service Center, Institute of Occupational Safety and Hygiene Science, also under the Department of Home Affairs.

The Department of Construction advises and manages the state on construction investment activities; urban development; housing; offices; real estate market; construction materials; construction planning, architecture; public services in the fields of state management of the department...

Organizations under the Department of Construction include: Office, Inspectorate and departments: Organization - Personnel; Legal; Planning - Finance, Construction quality management; Economics and Construction materials; Urban development; Construction management; Housing and real estate market management; Synthesis and management of planning implementation; Technical infrastructure planning; General planning management; Central planning management; Regional planning management 1; Regional planning management 2.

Public service units under the Department of Construction: Center for Housing Management and Construction Inspection; Ho Chi Minh City Planning Information Center; Ho Chi Minh City Center for Architectural Research; Ho Chi Minh City Institute of Construction Planning.

The Department of Traffic and Public Works advises and manages the state on traffic and public works, including the following areas: traffic infrastructure; traffic safety; transportation activities; technical infrastructure; parks, urban trees; urban lighting; management of technical infrastructure for solid waste collection, storage, and treatment works, cemeteries (except martyrs' cemeteries and crematoriums)...

The organization under the Department of Transport and Public Works includes the Office, the Office of the Traffic Safety Committee, the Inspectorate and the following departments: Personnel Organization; Planning and Investment; Finance; Construction Management; Construction Maintenance and Operation Management; Transport Management; Waterway Management, Water Supply and Drainage; Urban Railway Management.

The Department also has 7 public service units, including the following Centers: Road Traffic Infrastructure Management; Waterway Management; Urban Traffic Management and Operation; Public Transport Management; Inland Waterway Port Authority; Ho Chi Minh City Technical Infrastructure Management Center; Ho Chi Minh City Motor Vehicle Inspection Center (on the basis of merging the Motor Vehicle Inspection Center 50.01S, the Motor Vehicle Inspection Center 50.02S and the Motor Vehicle Inspection Center 50.03S).

The Department of Science and Technology advises and assists the Ho Chi Minh City People's Committee in state management of science and technology; development of science and technology potential; standards, measurement, quality; intellectual property; application of radiation and radioactive isotopes; radiation and nuclear safety.

Department of postal management; telecommunications; radio frequencies; information technology industry, digital technology industry; information technology application (excluding information security, network security); electronic transactions; digital economy, digital society and digital transformation; information and communication infrastructure.

The Department of Science and Technology has an Office, Inspectorate and the Departments of Planning - Finance; Post - Telecommunications; Digital Transformation; Science and Technology Development; Science Management; Intellectual Property and Innovation Management; Technology Management and Standards of Measurement and Quality; Center for Experimental Analysis Services; Center for Creative Startups; Center for Application of Geographic Information Systems; Ho Chi Minh City College of Information and Communications.

The Department of Ethnic Minorities and Religion advises and manages the state on ethnic, belief and religious affairs and performs tasks and powers according to the decentralization and authorization of the Ho Chi Minh City People's Committee.

The Department is under the direction and management of the City People's Committee in terms of organization, staffing and other activities, and is also under the direction, inspection and guidance on professional matters of the Ministry of Ethnic Minorities and Religions, the Government Committee for Religious Affairs and relevant central ministries and branches.

The Department of Ethnic Minorities and Religions has 5 units under the Department: Office and Professional Departments 1, 2, 3, 4.

The Department of Natural Resources and Environment advises and performs state management on: land; water resources; mineral and geological resources; environment; solid waste; hydrometeorology; climate change; surveying and mapping, remote sensing; integrated and unified management of seas and islands; agriculture; forestry; salt industry; fisheries; irrigation; natural disaster prevention and control; rural development.

The organization of the Department of Natural Resources and Environment includes the Office, Inspectorate and the following departments: Planning - Finance; Legal Affairs; Investment Management; Science and Technology; Land Management; Land Economics; Compensation, Support, Resettlement; Surveying, Mapping and Remote Sensing; Solid Waste Management; Water Resources, Minerals and Islands; Hydrometeorology and Climate Change.

The Department also has 7 Sub-Departments and 10 affiliated public service units; including the Ho Chi Minh City Land Registration Office, the Land Fund Development Center, etc.

Department of Culture and Sports takes over the function of press and publishing management

The Department of Culture and Sports performs state management of culture; family; advertising; physical education and sports; press; radio and television; publishing, printing, distribution; electronic information; news agencies; grassroots information, and foreign information.

The Department manages the use of the National Flag, National Emblem, National Anthem, and portrait of President Ho Chi Minh and performs tasks and powers according to the decentralization and authorization of the Ho Chi Minh City People's Committee and the Chairman of the Ho Chi Minh City People's Committee.

The Department of Culture and Sports is under the direction and management of the City People's Committee in terms of organization, staffing and work; at the same time, it is under the direction and inspection of the Ministry of Culture, Sports and Tourism in terms of professional activities.

The Department has an Office, Inspectorate and 8 specialized and professional departments including: Planning - Finance; Organization; Arts; Building Cultural Lifestyle and Family; Cultural Heritage; Sports; Press - Publishing; Social Media and Digital Content.

In addition, the Department of Culture and Sports has 25 public service units, including the Ho Chi Minh City Press Center.
