According to Decision 2345 of the State Bank, in less than a week, from January 1, 2025, bank account users who do not update information on their chip-embedded citizen identification cards will have their online payment transactions, withdrawals on payment accounts, bank cards, etc. suspended.

In the latest directive in Official Dispatch No. 139/CD-TTg, the Prime Minister continues to assign the State Bank to research and propose a roadmap for checking and comparing biometric factors for payment accounts and e-wallets that conduct payment transactions by electronic means; supplement regulations on checking and comparing biometric factors when opening new accounts, changing information on identification documents, phone numbers to receive OTP codes, devices to conduct Mobile Banking transactions and withdraw money directly at transaction counters, etc.

At the same time, direct the system of commercial banks and payment intermediary service providers to complete the identification and authentication of customer information, resolutely eliminate accounts without the owner's name and accounts with incorrect information. Banks continue to push for biometric authentication

To comply with these requirements, banks have been continuously urging customers to update their biometrics before the above deadline. Not only that, many banks have also launched programs to give away money and gifts, and lucky draws for customers who update their biometrics.

For example, at ACB, when registering for biometric authentication on ACB ONE, customers enjoy an additional interest rate of up to 1.6%/year when making online savings deposits from 10 million VND, with a term of 1-3 months.

Or at VPBank, from now until January 23, 2025, the Bank is implementing the program "Biometrics now - iPhone in hand", with a total gift value of nearly 7 billion VND for customers who authenticate biometrics and update their identity documents. Each customer who successfully authenticates biometric data and updates new identity documents on both VPBank NEO or at VPBank transaction counters will receive a code to participate in the weekly lucky draw with the opportunity to receive an iPhone 16 Promax worth 35 million VND/unit.

In addition, VPBank also gives away a cashback evoucher code worth 50,000 VND to all customers who successfully update their biometrics and identity documents. Of which, the 1,000 earliest customers each day will receive gifts (1,000 times/day)...

Along with that, some banks such as Agribank, Vietcombank, VPBank... also announced that they will open transaction offices all day on Saturday and Sunday to serve customers who need to update biometrics at the counter.

Biometric collection roadmap is about to "reach the finish line"

According to updates at some banks, the collection of biometrics is now almost "reaching the finish line". At SHB, Mr. Chu Lam Thai, Deputy Director of Information Technology, said that up to now, the number of customers who have performed biometric authentication has reached about 90% of the total number of customers who need to make transactions. This shows the positive interest of customers in applying and complying with the requirements of the State Bank.

SHB representative said that as soon as the regulations from the State Bank were issued, the Bank established project team 2345 to carefully evaluate and select biometric solution providers and carry out overall architectural design on all application layers and related systems to avoid omissions. Smooth coordination and reasonable division of responsibilities among departments in the project were key factors that helped the bank solve the urgent problem of completing biometric authentication.

“SHB aims to update biometrics for all customers on the online channel before January 1, 2025 so as not to affect customer transactions,” Mr. Thai shared.

Some banks are about to "reach the finish line" set by the State Bank.

Mr. Nguyen Duc Lenh - Deputy Director of the State Bank of Vietnam, Ho Chi Minh City Branch, said that up to now, credit institutions have basically completed the plan according to the set schedule. Some commercial banks with a large number of customers have organized holidays and increased transaction hours to support customers in completing the biometric data update according to regulations.

For customers, according to Mr. Lenh, those using NFC-enabled mobile phones have been performing biometrics for the past 6 months, so there is no difficulty. As for those using phones that do not support NFC, they should go directly to the transaction counters of commercial banks to have staff support biometric authentication.

The representative of the State Bank of Vietnam said that biometric authentication of bank accounts is a technological solution to enhance and improve service quality, ensure safety and security of information for customers. Ensure the identification of the owner in online transactions, effectively limit and prevent risks arising from technology crimes, fraud and appropriation of customer information and account information.
