China and the United States are leading the race to develop artificial intelligence (AI), a technology that many researchers and global leaders believe will transform the world and revolutionize society in much the same way that the advent of computers did in the 20th century.
Moscow also has ambitions to become an artificial intelligence (AI) powerhouse, but its efforts are being hampered by the conflict in Ukraine, as well as embargoes on high-tech imports from the West.
Speaking at a conference on artificial intelligence (AI) in Moscow, Russian President Putin said that banning AI is impossible, although the technology still has some problems on the ethical and social aspects.
“You cannot ban something, if we ban it then the technology will develop elsewhere and we will fall behind,” the Russian leader said.
However, Mr. Putin affirmed that issues related to the ethics of new technology also need to be resolved based on Russia's "traditional" culture.
Mr Putin warned that some Western online search engines and aggregation models ignore or even eliminate the Russian language and culture. Western algorithms, he said, essentially assume that Russia does not exist. “The monopoly and domination of such systems, of course, is unacceptable and dangerous.”
According to most rankings, China and the US are far ahead of other countries in artificial intelligence (AI) research, although European countries as well as India, Russia, Israel, South Korea and Japan are also in the rankings.
Also at the conference, President Putin revealed that “in the very near future, one of the first steps will be the signing of a presidential decree and the adoption of a new version of the national strategy for the development of artificial intelligence.”
The new strategy is said to make significant changes, including "expanding basic and applied research in the fields of generative artificial intelligence and large language models".
At the same time, legal regulations, international cooperation and investment in AI will be strengthened. For example, Russian researchers will need access to more powerful supercomputers, as well as improved top-level scientific education in AI.
