Mr. Tran Dai Nghia - Chairman of Hoa Phong Commune People's Committee said: "Implementing the National Target Program on New Rural Construction (NTM), in recent times, Party committees at all levels and Hoa Phong Commune authorities have carried out synchronous NTM construction, parallel with the process of industrialization, modernization, and urbanization. Up to now, the locality has achieved many achievements in NTM construction associated with civilized and modern urban development".
The total investment cost in 2023 is 19.3 billion VND. Of which, the city and district invest 18.8 billion VND, the commune budget is 172 million VND, and the people contribute 348 million VND.

Mr. Nghia added that, taking advantage of the investment attention of superiors, Hoa Phong commune coordinated and promptly implemented key projects and works in the area to serve socio-economic development, build new rural areas and develop Hoa Phong commune in an urban direction.
Propose detailed planning for residential areas of Tuy Loan Dong 1, Tuy Loan Dong 2, Duong Lam 1 and Bo Ban; coordinate to establish urban subdivision planning for Hoa Vang district; announce planning for National Highway 14B; complete the general planning project of the commune for approval.
Along with that, the commune regularly monitors and coordinates the management of 12 projects that have been and are being invested in and constructed in the area; presides over and coordinates with relevant units to handle problems during the construction process to ensure production, rural traffic and people's daily life.

Mobilizing the handover of land for the projects of Quang Xuong - Hoa Phong 2 Agricultural Production Service Cooperative, An Phuoc - Nam Thanh route, Tuy Loan river embankment; coordinating the implementation of measurement, counting, confirming the origin of land and assets attached to the land including the projects of Hoa Phong commune administrative center, National Highway 14B, Yen river embankment, 110KV transformer station and connection....
In 2023, the commune focused on clearing land, structures, and trees for the construction of 1,213m of intra-field roads and 966m of alley roads; completed upgrading the sports area of Duong Lam 2 and Cam Toai Tay villages, handled flooding in Tuy Loan Dong 2; organized dredging of 10.95km of canals to serve agricultural production and is implementing the construction of a cultural house in Khuong My village.

In 13 villages, the Green - Clean - Beautiful Sunday movement is maintained, trees are planted on the roads, graves are moved to residential areas, pressing environmental sanitation issues are resolved.... Quang Xuong road is built into a model road of urban culture and civilization to be replicated in the district.

Strong economic transformation
Mr. Dang Xuan Thanh, Vice Chairman of Hoa Phong Commune People's Committee, said that in addition to investing in urban infrastructure construction, in recent years, Hoa Phong Commune has always promoted economic development to increase people's income. Thanks to that, the local economy has made breakthroughs, the economic structure continues to shift strongly towards focusing on trade - services, small-scale industry, and developing agriculture towards commodities.
The total production value of the entire economy of Hoa Phong commune in 2023 is estimated at 863.8 billion VND, a growth rate of 10.6%. Of which, the production value of the trade and service sector is estimated at 456.08 billion VND; small-scale industry is estimated at 319.14 billion VND; agriculture is estimated at 88.6 billion VND.

The locality always pays attention to encouraging and creating favorable conditions for local businesses to participate in investment and production development such as: production of construction materials, wood products, bamboo and rattan for export, mechanical repair, agricultural product processing... to solve labor problems and increase production value.
Commercial and service activities have been expanded to meet the consumption and entertainment needs of the people. Currently, the total number of individual production and business establishments in the commune is 1,253 households, with a number of new establishments developing on a scale such as mini supermarkets, polyclinics, material trading establishments, household processing production establishments, restaurants, eateries... mainly concentrated on Quang Xuong street.
In addition, Tuy Loan Night Market also operates effectively, exploiting many new types of entertainment services to attract diners. Tuy Loan traditional rice paper making village and Tuy Loan safe vegetable area attract thousands of students to visit and experience every year.

In early 2023, Hoa Phong was recognized by the city as a 3-star OCOP product for Ke Son Chicken, Cordyceps and Ganoderma products, and newly registered for Cordyceps wine products.
Regarding agriculture, the commune continues to expand the area of land for organic rice production, restoring nearly 5 hectares of abandoned agricultural land in the villages of Cam Toai Dong, Bo Ban, and Khuong My.
The production models of Tuy Loan vegetables, Bo Ban chili, Ke Son chicken, and freshwater fish continue to develop steadily. In particular, Tuy Loan Vegetable Cooperative has 1 3-star OCOP product and 1 4-star OCOP product consumed in supermarkets, safe food stores, Sky-Line high-quality school, Hoa Tho textile supermarket, and 12 stores in the city....

Biosafety fish farming models such as crucian carp and snakehead fish are receiving investment from the city, supporting people to convert production.
According to Mr. Thanh, promoting economic restructuring has helped people's income increase, up to now the average income per capita of Hoa Phong commune is estimated at 63.8 million VND/year.
Implementing the 2023 theme of "focusing on completing the criteria for a type IV urban area", Hoa Phong currently has 2 unmet criteria: commercial infrastructure and the rate of illuminated roads.
"In 2024, the commune will continue to invest in building infrastructure works, exploiting local strengths to promote economic restructuring, promoting socio-economic development.
