Improve efficiency of agricultural land use

On May 12, at the question-and-answer session on the implementation of agricultural development mechanisms and policies in the area organized by the Standing Committee of the Hanoi People's Council, many delegates spoke out warnings that the city still has thousands of hectares of abandoned agricultural land, more than 4,000 hectares of ineffectively cultivated land, only one crop or cultivated for the purpose of exploitation.

There is a paradox that while many production households and businesses in the capital are struggling because they are not guided to build infrastructure for high-tech agriculture, many agricultural models have appeared but are not producing, but have been transformed into tourist destinations and resorts. Delegates requested clarification and requested inspection of the handling of violations on agricultural land.

The City People's Council also pointed out that the reason for the above delays is due to limited information and propaganda work, guidance for businesses, organizations and people to access policies. Many regulations related to implementation methods and administrative procedures to access policies are still cumbersome, so beneficiaries do not want to participate. In reality, the implementation of procedures for borrowing capital and mortgaging assets to invest in the agricultural sector is still very difficult.

However, besides those shortcomings, many localities in Hanoi have boldly converted ineffective rice-growing land to growing fruit trees, vegetables, aquaculture... to improve the efficiency of agricultural land use, bringing high economic value.

For example, in the district, in the past time, the district has converted nearly 530 hectares of ineffective rice-growing land, facing difficulties in irrigation systems, to valuable crops such as herbs and organic vegetables, bringing economic efficiency many times higher than rice cultivation such as: organic vegetable growing areas - VietGAP safe vegetables, high-tech vegetables with a scale of 2 hectares or more in the communes: Thanh Xuan, Tan Dan, Hien Ninh...; fruit tree growing areas with a scale of 5 hectares or more in the communes: Phu Cuong, Phu Minh, Nam Son...; medicinal plant and herbal growing areas with a scale of 2 hectares or more in the communes: Bac Son, Minh Tri, Xuan Giang...

In Dong Anh district, thanks to the planning of a vegetable production area of ​​1,180 hectares, of which more than 500 hectares are for concentrated, large-scale safe vegetable production, the district has now well controlled the quality of safe vegetable products in concentrated production areas.

In Thuong Tin district, the district has formed large-scale concentrated agricultural production areas such as: Commodity rice production area with an area of ​​1,745 hectares in the communes of Thang Loi, Nghiem Xuyen...; safe vegetable production area of ​​545 hectares in the communes of Ha Hoi, Tan Minh, Thu Phu; aquaculture area with an area of ​​1,159 hectares in the communes of Nghiem Xuyen, Dung Tien...

From production areas, Thuong Tin has formed 14 chain linkage models, 15 high-tech agricultural application models, thereby creating positive changes, creating branded agricultural products, and increasing income for people.

According to a recent report by Hanoi City, the city currently has 15/18 districts and towns meeting new rural standards (NTM); 382/382 (100%) communes meeting NTM standards; 111 communes meeting advanced NTM standards, 20 communes meeting model NTM standards. The average income per capita in rural areas in 2022 will reach 56.3 million VND/person/year, the material and spiritual life of rural people will be improved. The whole city has 285 high-tech agricultural production models, 2,167 OCOP products have been rated 3 stars or higher, ranking first in the country; the activities of agricultural service cooperatives are being paid attention to, gradually becoming effective...

Chairman of the City People's Committee Tran Sy Thanh said that in order to improve the effectiveness of implementing agricultural development policies in the capital, in the coming time, Hanoi will strengthen leadership, direction, and thoroughly grasp the role, significance, and requirements of sustainable agricultural development in the direction of producing high-quality and efficient goods, focusing on specialized cultivation, and improving the quality of new rural construction.

The city focuses on completing the construction of the Capital Planning for the 2021-2030 period, with a vision to 2050, paying special attention to determining plans to organize rural areas, develop agricultural and livestock production areas, and a network of concentrated livestock and poultry slaughterhouses, and promptly informing localities, businesses, and people to feel secure in investing in agricultural production development.

In particular, the city will urgently review and develop mechanisms and policies for agricultural and rural development in the capital for the period up to 2030 and the following periods in conjunction with the orientation and strategy for agricultural development to focus on restructuring, improving production efficiency, and striving for Hanoi to be a leading locality in developing ecological agriculture, modern rural areas, and civilized farmers.

In 2023, Hanoi is expected to convert more than 3,838 hectares. Of which, more than 1,119 hectares will be converted to perennial crops; about 995 hectares will be rice cultivation combined with aquaculture, the rest will be converted to annual crops. To improve the efficiency of agricultural land use and bring high economic value, the city has issued many mechanisms and policies to encourage and support farmers to build models on applying new science and technology, new varieties in cultivation, overcoming the situation of abandoned land and ineffective cultivation...
