During his participation in the 44th-45th Association of Southeast Asian Nations (ASEAN) Summit in Vientiane (Laos), on the afternoon of October 8, Prime Minister Pham Minh Chinh attended and delivered an important speech at the ASEAN Business and Investment Summit (ASEAN BIS).
ASEAN BIS is the largest annual business-related forum in Southeast Asia, organized by ASEAN BAC within the framework of the ASEAN Summit, with speakers being senior leaders, Prime Ministers, Presidents of ASEAN countries and partner countries, Ministers in charge of economics, leaders of international organizations, CEOs of large and prestigious corporations in the region.
With the theme “Enhancing Connectivity and Economic Resilience”, ASEAN BIS 2024 was held from October 8 to 11 in Vientiane, attracting the attention and participation of more than 800 major business leaders from ASEAN and the world. Attending the Conference in different sessions were the Prime Minister of Laos, the President of the Philippines, the President of the European Council, the Prime Minister of New Zealand, the Prime Minister of Canada, the Vice President of Indonesia; leaders of ASEAN countries, ASEAN partner countries and a large number of ASEAN businesses and international partners.
The conference addressed and discussed important global issues and found strategic directions and solutions to overcome the challenges that businesses in the region are facing, focusing on 6 priority areas, including: digital transformation, sustainable development, healthcare recovery, food security, trade and investment facilitation, connectivity and supply chain integration.

Speaking at the Conference, thanking the Lao friends - ASEAN Chair 2024, especially Prime Minister Sonexay Siphandone for the warm, friendly, respectful and thoughtful reception for the delegations, Prime Minister Pham Minh Chinh affirmed that as an organization united in diversity, in the context of many complex and unpredictable developments in the world, with the spirit of "self-reliance, self-reliance, self-strengthening", ASEAN still stands firm and is the center of growth. In that common achievement, there are important contributions from ASEAN businesses and entrepreneurs.
Recognizing, thanking and appreciating the contributions of ASEAN businesses and entrepreneurs, Prime Minister Pham Minh Chinh asked businesses and entrepreneurs to continue contributing so that ASEAN countries can continue to promote solidarity, unity, self-reliance and become the focus of growth, and support governments to achieve the set goals.
Prime Minister Pham Minh Chinh suggested that businesses and entrepreneurs implement “5 pioneering actions”, including: First, pioneering contributions to a self-reliant ASEAN, participating in handling emerging issues, global issues, and the whole people. Because “A self-reliant ASEAN cannot lack a team of self-reliant entrepreneurs and businesses”, therefore, businesses and entrepreneurs need to pioneer in digital transformation, green transformation, achieving the goal of zero net emissions, responding to climate change, promoting emerging fields such as artificial intelligence, cloud computing, internet of things, etc.
Second, pioneer in promoting economic connectivity (including soft connectivity such as institution building, experience sharing, building priority policies for priority areas and hard connectivity in transport infrastructure, digital infrastructure, climate change response infrastructure, energy connectivity, etc.); taking people and businesses as the center, the subject, the goal, the resource, and the driving force for development.
Third, pioneer in promoting the development of science and technology and innovation, startups, especially in responding to climate change, population aging, natural disasters, epidemics and developing emerging fields, renewing traditional growth drivers and promoting new growth drivers, while overcoming and limiting the negative impacts from the downside of science and technology development, especially focusing on the issue of cyber security.
Fourth, pioneering in building strategic infrastructure in each country and connecting countries, specifically in policy making, improving governance capacity, mobilizing resources for infrastructure development, etc.
Fifth, to be a pioneer in integration within ASEAN and with the world, in the context that no country can solve global, national problems, we must promote multilateralism and international solidarity, bring benefits to the people, and leave no one behind.
Sharing about the fundamental factors of development and important achievements of Vietnam, Prime Minister Pham Minh Chinh said that Vietnam protects, builds and develops the country based on three pillars: Building socialist democracy, building a socialist rule-of-law state and developing a socialist-oriented market economy. The consistent viewpoint is to take people as the center, the subject, the goal, the driving force and the resource for development, without sacrificing progress, fairness and social security to pursue economic growth alone.
Sharing with delegates about Vietnam's six key tasks in foreign affairs and integration, economic development, national defense and security, cultural development, ensuring social security, building the Party and the political system, Prime Minister Pham Minh Chinh said that Vietnam's economy has achieved important results in recent times. The macro economy is stable, inflation is under control, and major balances are ensured.
With the goal of building an independent, self-reliant economy associated with deep, substantive and effective integration, Vietnam has signed 16 new-generation free trade agreements with over 60 countries and territories. In 2023, the size of the economy will reach 430 billion USD, ranking 34th among major economies and the group of 20 countries with the largest trade scale globally; per capita income will reach 4,300 USD.
In the first 9 months of 2024, GDP growth reached 6.82%. Total import and export turnover reached 578.47 billion USD, up 16.3%, of which export increased by 15.4%, import increased by 17.3%; trade surplus was 20.8 billion USD. FDI attraction reached 24.78 billion USD, up 11.6%; realized FDI capital reached 17.3 billion USD, up 8.9%, the highest in the past 5 years.
Prime Minister Pham Minh Chinh said that along with seriously implementing commitments within the framework of the ASEAN Economic Community and with partners, Vietnam is constantly improving its investment and business environment. Currently, Vietnam is focusing on implementing three strategic breakthroughs: Perfecting institutions; developing a strategic infrastructure system; training and developing human resources, especially high-quality human resources.
Vietnam is giving high priority to improving and upgrading its strategic infrastructure system; improving the quality of human resources; promoting high-tech industries such as artificial intelligence (AI), information technology, semiconductor chip manufacturing, and comprehensive digital transformation.
Prime Minister Pham Minh Chinh emphasized the goal of building an honest, creative, action-oriented, and serving government; enhancing decentralization and delegation of power along with resource allocation, improving enforcement capacity and strengthening inspection and supervision; stepping up the fight against corruption and negativity, reforming administrative procedures, reducing hassles and compliance costs for people and businesses.
Thanking foreign businesses and investors, including ASEAN businesses and entrepreneurs, for coming to invest and cooperate in Vietnam, Prime Minister Pham Minh Chinh affirmed that Vietnam creates the most favorable conditions for businesses and investors to fully develop their capabilities and creativity, and at the same time maximize the potential differences, outstanding opportunities, and competitive advantages of Vietnam.
Prime Minister Pham Minh Chinh emphasized that the government will continue to promote its role as a creator with the motto of "open policies, smooth infrastructure, smart governance", reducing compliance costs and logistics costs for people and businesses. Prime Minister Pham Minh Chinh called on foreign businesses and entrepreneurs to continue to invest and cooperate in Vietnam based on the spirit of "4 together": "Listening and understanding together", "sharing vision and action together", "working together, winning together, enjoying together, developing together", "sharing joy, happiness and pride"; harmonious benefits, sharing risks between the State, businesses and people./.
