After more than half a year of operation, the national database on cadres, civil servants and public employees has achieved some initial results. VietNamNet reporter interviewed Mr. Vu Dang Minh, Chief of Office of the Ministry of Home Affairs about this content.
Transparency in the use of staffing
How has the national database on cadres, civil servants and public employees been operating since the end of December 2022, sir?
We are very pleased that after only 6 months of operation and 2 years of drastic implementation with the spirit of "running while queuing", as of 24:00 on June 30, 2023, 100% of ministries, branches and localities have completed connecting and synchronizing data with the national database on cadres, civil servants and public employees (33 ministries, branches and 63 provinces and cities). Of which, 54 ministries, branches and localities have synchronized 100% of data.
The total number of synchronized data reached 2,073,460 records (of which ministries and branches are 125,746 records; localities are 1,947,714 records).

In addition, we have deployed transmission infrastructure to connect from ministries, branches, localities to the Central Government and agreed on a plan to support exploitation on a specialized data transmission network for end-users at ministries, branches, and localities to access and use the national database on cadres, civil servants, and public employees.
We have worked with the National Digital Transformation Agency, Ministry of Information and Communications to connect the national database of cadres, civil servants and public employees at the grassroots level to the Ministry of Home Affairs on the national data integration and sharing platform (NDXP). At the same time, we have connected and shared data between the national data at the grassroots level and the database managed by the Ministry of Home Affairs.
The Ministry of Home Affairs has developed and issued a set of technical standards, providing guidance to units providing software for managing cadres, civil servants and public employees for ministries, branches and localities; organizing training for cadres, civil servants and public employees to manage the system and perform the task of updating, supplementing, exploiting and using information data nationwide...
Each civil servant has a login account to verify their information is complete and accurate. Then, the new data is pushed to the organization department for checking, appraisal and approval before being put into the national database system.
When the national database on cadres, civil servants and public employees is fully updated and 100% connected, how will it support the general cadre management as well as the recruitment and appointment of cadres, civil servants and public employees?
This database will help a lot in personnel management. We can accurately count in real time how many civil servants and employees there are in each ministry, locality; what is the education level, age, etc. of the staff, civil servants and public employees.
This can help make the human resource process more convenient and faster, such as searching and comparing information to find people who meet the standards and conditions for planning and appointment.
In addition, with such a complete information system, it will support the salary arrangement and salary increase of cadres, civil servants and public employees conveniently. The system will notify us of which personnel are due for salary increase without wasting time searching, without confusion or omission.
I think what is more important is that through this database, the use of payroll will be transparent, avoiding the situation of reporting one thing and the actual data another. Because only when real people enter the data into the machine will there be data. If the payroll assigned is not recruited in time, it will not be updated into the system.
This will clearly show that the assigned number and the recruitment number are very transparent. Ministries and localities cannot report differently. This will help the management agency to monitor.
Another notable point is that when personnel records are integrated into the data system, certificates and personnel decisions are also fully updated, helping the organization to better manage its staff.
For example, when doing planning, appointment, and re-appointment work, the organizer only needs to access the system to clearly see the certificates, diplomas, and decisions that have been electronically authenticated, without having to find and print out the documents, which takes a lot of time and money.
Avoid the situation of "comparing chopsticks to choose a flagpole"
Previously, there were some cases where records were lost during the personnel process, or there were cases where appointments were made against regulations (disciplined people were still appointed) and the decision had to be revoked later. According to you, will this situation be resolved with the new database?
As I said, one of the important issues when having a national database of cadres, civil servants and public employees is the story of information transparency. With this data system, each cadre, civil servant and public employee has only one unique data, not duplicated with anyone else. Along with that is a unique code that follows them throughout their lives, even when they retire or change jobs.
Because the data is uploaded to the system in such a transparent way, when an officer is transferred or reassigned, that data is also transferred to the agency where they work. Physically, we still store that data in a “drawer” such as retirement, transfer, etc. Therefore, there will be no loss or misplacement of records.
Furthermore, the system will clearly show where the officer has gone from here, and the records will fully store both achievements and errors, discipline, etc. Therefore, even if the officer wants to hide his or her errors, he or she cannot.
Will this database help the management agency trace the responsibility of those involved in case of problematic staff appointments?
When appointing problematic officials, lacking conditions and standards, the competent authority can access the system to see who appraised them and at what stage, which is very transparent. In the records of each official, civil servant, and public employee, the history of editing and updating information is recorded. If anyone edits incorrect information, it will be discovered immediately.
Furthermore, when officers, civil servants, and public employees enter their data into the system, it is required to be accurate. Each officer, civil servant, and public employee must be responsible for his or her personal data. If the declaration is incorrect, as before, it is a falsified personal history, which is an act of dishonesty and will be handled according to regulations.
As the agency that regularly reviews personnel records to submit to the Prime Minister for decision and approval of personnel, how do you think this database will support the Ministry of Home Affairs?
When localities or ministries send personnel files to the Ministry of Home Affairs for appraisal, if the submission lacks any information, the Ministry's specialists can access the data system to retrieve the information for accurate comparison. This helps personnel file appraisers to be quick, timely, and provide accurate advice, avoiding the situation of "comparing chopsticks and choosing a flagpole".
In addition, through the data system, we can also collect accurate statistics on cadres, civil servants, and public employees. Thereby, we have an overall picture of cadres, civil servants, and public employees from the number, gender structure, qualifications, and regions to have appropriate policy planning.
Currently, this depends entirely on the data reported by ministries, provinces and cities, which are often not accurate.
The national database on cadres, civil servants and public employees is one of the six important information highways of the Government. This is also the core database contributing to the construction of e-Government.
