Delegates believe that this law amendment is carefully implemented; most notably, it promotes decentralization and delegation of power to localities, thereby removing long-standing bottlenecks.
Within the framework of the 8th Session, on the afternoon of November 29, with the majority of delegates participating in the vote in favor (accounting for 92.07% of the total number of National Assembly delegates), the 15th National Assembly passed the Law on Public Investment (amended).
Sharing with the press on the sidelines of the session, National Assembly delegates believe that this law amendment was carefully implemented, absorbing most of the opinions of provinces and cities, and most notably, promoting decentralization and delegation of power to localities, thereby removing bottlenecks and difficulties that have existed for a long time.
Delegate Mai Khanh: Procedures are clear, fast and put into practice
Voters, businesses, management agencies and National Assembly deputies all expect changes when the Law on Public Investment (amended) is passed this time. The ultimate goal of the Law on Public Investment is to make procedures more transparent, faster and more practical, reducing costs, especially in the context of the whole country practicing thrift and fighting waste; including waste of time and waste of administrative procedures. These are huge and invisible wastes, and if not paid attention to, they will cause many consequences.
In my opinion, this revised law has promoted decentralization. This is a very correct policy, because in the end, each individual must be responsible for his or her own work, and the administrative system can function.
The issue that voters and National Assembly deputies expect when amending the Law on Public Investment is administrative procedures, not objective difficulties. Promoting decentralization, delegation of power, and delegation of authority to localities will help them be proactive in their work and have solutions to solve problems in performing their tasks.
Delegate Ho Thi Minh: Removing long-standing obstacles
I am very interested in the Law on Public Investment (amended) this time. In fact, the rate of public investment disbursement is a key issue for localities and many local leaders have to commit to the Government that if they do not achieve the set targets, they will not complete their tasks. The Law on Public Investment (amended) this time will solve the problem of slow public investment disbursement.
We believe that the opinions of localities have been compiled by the National Assembly and incorporated into the law. Provincial and municipal delegates are the ones who contributed opinions to the draft law, so the approval of the Law on Public Investment (amended) will help the implementation in practice go smoothly and successfully.
The drafting agency highly appreciated the contributions of localities and requested localities to find any difficulties, suggest amendments, and amend each sentence and each word in this draft law. Therefore, the long-standing problems such as the mechanism, investors, lengthy procedures, or difficulties in site clearance have all been amended in this Law. If localities cannot fulfill their tasks, it is due to the limited capacity of the locality, and the Law cannot be blamed.
Localities must also review the methods and mechanisms to attract investors to their localities, and review whether the advisory departments have really engaged with businesses or not, or whether "the carpet is laid out above and nails are laid down below."
Delegate Tran Hoang Ngan: Frozen and "covered" projects will decrease sharply
The regulations promoting decentralization and delegation of power in this revised law are also major breakthroughs, contributing to solving the problem of slow disbursement of public investment capital, and frozen and covered-up projects will be greatly reduced.
We are about to end the 2024 plan and up to this moment, information and signals show that this is the year Vietnam has fully and completely achieved 15/15 socio-economic targets.
Vietnam will make more efforts in 2025, the final year of the 2021-2025 plan, the country will quickly adapt to the situation of digital transformation and green transformation.
At the same time, Vietnam needs to focus on removing three major bottlenecks, which are three strategic breakthroughs, especially institutional issues, infrastructure issues, human resources issues, and pay attention to the driving force of science and technology, innovation, digital transformation, green transformation, and the three driving forces of sustainable development: culture, tourism, and agriculture.
I think that people are very excited, especially the business community. From the messages of the General Secretary of the Central Party Committee, our country is entering a new era, the era of national development, to become a developed country with high income.
