Accordingly, in terms of requirements, it is necessary to be cautious, objective, democratic, scientific, specific, effective, requiring strict, guaranteed, quality processes and procedures, based on innovation and breakthrough thinking. In terms of mechanisms, it is necessary to ensure the participation of experts, scientists, managers and public opinion.

“According to regulations, the amendment of the Constitution will require public consultation. It is expected that the consultation will take place within 1 month, and will be summarized within 5 days, with the consultation period taking place from May to June,” said the National Assembly Chairman.

Emphasizing the importance of the policy of amending and supplementing a number of articles of the 2013 Constitution, the National Assembly Chairman said that the Standing Committee of the National Assembly Party Committee is very interested. After the meeting on March 17, within just 1 week, the Standing Committee has held a second meeting on this content.

“We will not count how many times we meet, but we will meet continuously, meeting until everything is ripe and clear, then we will summarize and report to the agencies. Not only the National Assembly Standing Committee meets, but the Politburo, the Secretariat, Party committees, Front agencies, the People's Procuracy, etc. also meet continuously,” the National Assembly Chairman stated.

He said that in the past few days, the Standing Committee of the Law and Justice Committee has chaired and coordinated urgently to research, absorb, and revise the draft project focusing on 6 groups of issues; the draft Report has focused on reviewing 58 Party documents, 12 articles of the 2013 Constitution, and 421 legal documents. The draft project is very elaborate, including 9 types of documents; the draft report clearly reports the proposed options and a system of 3 appendices.

The involvement of relevant agencies and organizations has been more responsible, the comments sent back are sufficient, proactive, ensuring progress. 16 agencies and organizations have sent back comments and all agree with the basic content of the Project; the reception and careful explanation can initially be more reassuring.
