The National Assembly Chairman stated that the very positive and breakthrough results in the legislative field at the 7th and 8th Sessions have affirmed the correctness of the policy of innovative thinking in law-making as well as the practical and important significance of specialized conferences in ensuring the quality of draft laws when submitted to the National Assembly.
The National Assembly Chairman also suggested that it is necessary to continue to thoroughly grasp and effectively implement the policy of innovation in law-making thinking, in order to quickly bring the Party's policy into practice. Laws need to be concise, effective, efficient, and promote decentralization and delegation of power. Regarding the law-making process, the submitting agency is ultimately responsible for the draft law until it is approved by the National Assembly. Therefore, the Government and the drafting agency must firmly grasp this spirit to assign tasks, monitor, and listen to opinions at all meetings and discussion sessions.
The National Assembly Chairman noted that the National Assembly agencies and National Assembly deputies need to continue to closely coordinate with the drafting agencies in all stages from discussion, consultation, editing, and verification in the spirit of companionship, substance, and sharing, to ensure that the draft laws and draft resolutions submitted to the National Assembly are of the highest quality, immediately meeting the practical requirements set forth in the country's epochal development stage.
