On May 4, 2024, the Prime Minister issued Decision 369/QD-TTg approving the Northern Midlands and Mountains Region Planning for the 2021-2030 period, with a vision to 2050. In this planning, Lao Cai is identified as one of the six growth poles of the region in the Northern Midlands and Mountains region.
In the Northern Midlands and Mountainous Region Planning for the period 2021 - 2030, with a vision to 2050, there are many important contents affecting the development of Lao Cai.
Specifically, the key tasks and breakthroughs in the planning period have been identified as accelerating the progress, preparing and starting construction of the Lao Cai - Hanoi - Hai Phong - Quang Ninh high-speed railway; building and upgrading logistics infrastructure, infrastructure of border economic zones, tourist areas, information and communication infrastructure and digital economic infrastructure; developing regional growth poles in Thai Nguyen, Bac Giang, Lao Cai, Son La, Lang Son, Phu Tho; processing products from medicinal plants in Lao Cai, Yen Bai, Cao Bang, Lang Son, Bac Kan. Focusing on developing the mining industry associated with efficient processing, saving resources and ensuring environmental requirements for minerals such as apatite, copper, iron (Lao Cai).

Developing cinnamon and star anise growing areas mainly in Lang Son, Yen Bai, Lao Cai, Cao Bang. Developing high-quality temperate vegetable and flower growing areas in areas with special conditions and climates such as Lao Cai, Son La, Lai Chau. Focusing on developing medicinal plants under forest canopy mainly in Lao Cai, Yen Bai, Cao Bang, Lang Son, Bac Kan provinces. Forming and developing a number of high-tech agricultural production zones and areas in areas and localities with suitable conditions, such as Thai Nguyen, Lao Cai, Phu Tho, Son La, Tuyen Quang, Hoa Binh.
In the development orientation of sub-regions, the central sub-region is defined to include 6 provinces: Phu Tho, Yen Bai, Lao Cai, Tuyen Quang, Ha Giang, Lai Chau. Focus on developing border gate economy in Lao Cai and Ha Giang. Lao Cai and Phu Tho are the growth poles of the sub-region.
The development orientation of economic corridors has identified 5 economic corridors, including the Lao Cai - Yen Bai - Phu Tho - Hanoi economic corridor connecting the central sub-region with the capital Hanoi, gateway ports, the Red River Delta, with Kunming city and the Southwest region of China.
The direction of urban system development determines Lao Cai city as the center of economic exchange, foreign affairs, and international cooperation between Vietnam and the Southwest region of China and ASEAN countries; as a tourist city with high-end entertainment tourism products; as a center providing social services for the border areas of the central sub-region and the Northwest sub-region.

The development orientation of functional areas and concentrated agricultural production areas focuses on developing a system of 5 border economic zones in the area, including Lao Cai border economic zone. Priority is given to investing, completing and modernizing infrastructure in Cao Bang border economic zone, Dong Dang - Lang Son border economic zone, and Lao Cai border economic zone.
Maintain and improve the quality of 2 recognized national tourist areas, including Sa Pa National Tourist Area (Lao Cai). Build Sa Pa National Sports Training Center in Lao Cai.
Form and develop a number of high-tech agricultural production areas in areas and localities with suitable conditions such as Hoa Binh, Lao Cai, Phu Tho, Son La, Thai Nguyen. Form safe livestock areas and zones associated with the general planning of the region in Son La, Ha Giang, Lao Cai, Lai Chau, Dien Bien.
Investing in developing high-level medical examination and treatment capacity for general and specialized hospitals in Son La, Phu Tho, Lao Cai, Bac Giang, Tuyen Quang and Yen Bai provinces to assume the role of end-line hospitals of the sub-region...
