On September 19, Mr. Doan Ngoc Lam, Permanent Vice Chairman of the People's Committee of Quang Binh province, and a working delegation from this locality inspected the work of preventing and fighting storm No. 4 in Tuyen Hoa and Minh Hoa districts.

Here, Mr. Lam requested the local government to actively implement the "4 on-site" policy, urgently evacuating 45 households with 139 people in Dong Lam village, Duc Hoa commune before storm No. 4 makes landfall, to avoid the risk of landslides.
Next, the delegation inspected the response to storm No. 4 in Minh Hoa district. In this locality, Mr. Lam and the delegation inspected high-risk landslide areas in Hong Hoa commune and Quy Dat town.
While inspecting the evacuation of people from areas at high risk of landslides at the foot of Cay Suong Mountain, in Residential Group 8, Quy Dat Town, Mr. Lam discovered that the family of Ms. Truong Thi Thanh Be, Head of the Department of Agriculture and Rural Development of Minh Hoa District, still had people in the house. It is worth mentioning that this is a dangerous area that needs to be evacuated to a safe place.
Meanwhile, on September 18, local authorities reported the completion of the relocation of nearly 40 households living at the foot of Cay Suong Mountain. Previously, this mountain range had subsidence and cracks that could cause landslides at any time.
On September 19, some families returned home without permission to live.
Explaining this, Ms. Truong Thi Thanh Be said that she and her husband had moved out before, but at noon on September 19, Ms. Be's husband stopped by the house to get some personal belongings, just in time to meet the inspection team.
Mr. Doan Ngoc Lam directed functional forces and local authorities to urgently evacuate this family, and at the same time requested to inspect and review the entire process of evacuating people from the dangerous area.

As of noon on September 19, more than 100 households in Ruc, Ve, and Tien Hoa villages (Hong Hoa commune, Minh Hoa district) have been mobilized to move to safety and many other households are being mobilized to move.
After the field inspection, Mr. Doan Ngoc Lam chaired a meeting in Minh Hoa district with representatives of departments, branches and localities.
At the meeting, Mr. Lam asked Minh Hoa district to review officials and party members who did not comply and were not exemplary in the relocation.
