According to the Lang Son Provincial Customs Department, the situation of enterprises taking advantage of the electronic customs clearance policy to commit acts of commercial fraud in customs clearance of goods imported and exported into Vietnam through the province's border gates for the purpose of tax evasion remains complicated.
Since the beginning of the year, Lang Son Customs Department has detected over 770 violations, with an estimated value of more than 18 billion VND, an increase of 56.6% in the number of cases compared to the same period in 2023.
Huu Nghi International Border Gate Customs Branch is the unit that detects and prevents many fraudulent acts through customs declarations of enterprises operating in importing goods, because imported and exported goods through here account for a large proportion in the whole province.

According to statistics, up to now, the department has processed over 26,600 sets of declarations; with a total value of goods of over 1.3 billion USD; in the first 5 months of 2024 alone, the department discovered and handled over 300 cases of businesses fraudulently declaring imported goods through border gates.
Deputy Head of the Huu Nghi Border Gate Customs Branch Phung Van Ba informed that the increase in import and export goods has also led to an increase in risks of trade fraud.
Violations through units mainly take advantage of the customs sector's facilitation policy, taking advantage of electronic customs clearance to declare incorrect names of goods; goods with incorrect values and types according to the customs declaration.
To proactively detect and handle, the unit has developed a plan and deployed it to teams and job positions according to their functions and tasks; in addition to scanning goods through container scanners, the unit also proactively coordinates with other functional forces to promptly grasp information about businesses with signs of violations.
According to Deputy Head of Chi Ma Border Gate Customs Branch, Luong Van Tho, in order to effectively prevent smuggling and trade fraud across the border gate, from the beginning of the year, the unit has synchronously deployed customs measures, combating tricks of smuggling banned goods, counterfeit goods, and goods violating intellectual property rights; along with that, closely coordinating with border gate functional forces in the tasks of patrolling, controlling, exchanging and sharing information.
Since the beginning of the year, the unit has detected and handled 39 violations, of which 33 cases were related to violations of customs laws.
To prevent fraudulent tricks, Lang Son Customs departments have also actively collected information on businesses, subjects and imported goods; increased information collection and analysis to serve the control, prevention and handling of violations.
Lang Son Customs Department has collected and processed 149 enterprises; classified over 12,400 declarations on the system; detected violations in 16 declarations, and collected over 160 million VND in tax arrears.
Deputy Director of Lang Son Province Customs Department Vu Tuan Binh said that for goods with high tax rates, suspicious "green lane" shipments, and sensitive goods, customs authorities will strictly control electronic customs records from the time businesses declare online on the system.
At the same time, direct relevant units to proactively process information and inspect enterprises when there are signs of import violations. In the coming time, in addition to strengthening mobile supervision, Lang Son customs will continue to promote consultation, ensuring full update of consultation data before accepting or rejecting the declared value of imported goods of enterprises.
