“Digital Literacy for All”: Inspiring the Whole Country

Exactly 80 years ago, right after the Democratic Republic of Vietnam was born, President Ho Chi Minh, with his strategic vision, launched the “Popular Education” movement as one of the methods to destroy one of the three enemies at that time, ignorance. Because as he said, “an ignorant nation is a weak nation”.

A revolutionary movement will only succeed when it meets the aspirations and mobilizes the participation of a large number of people, and receives strong support from the people. The “Popular Education” movement with the great idea of ​​advancing together is such a movement. After only a short time, from “Popular Education”, millions of Vietnamese people learned to read and write, making an important contribution to the cause of building and defending the Fatherland.

Never before has the Vietnamese tradition of studiousness been so strongly promoted. And never before has the creation of a learning society and the concern for lifelong learning been so highly promoted. It is still the great thought of President Ho Chi Minh: “Learn at school, learn from books, learn from each other and learn from the people”.

After 8 decades, when all of humanity entered the digital age, the Vietnamese people and the country of Vietnam are also preparing for a new era. And the spirit of "Popular Education" of the past shines again, followed by the "Digital Popular Education" movement launched by Prime Minister Pham Minh Chinh on March 26, 2025.

On November 18, 2024, General Secretary To Lam directed and launched the "Digital Literacy for the People" movement with a focus on popularizing basic knowledge about digital transformation to all classes of people with the expectation of becoming a breakthrough in raising awareness and digital skills, thereby promoting and nurturing the spirit of the nation, creating motivation and inspiration for the whole country to enter a new era.

By promoting historical lessons, the Vietnamese people and the country of Vietnam continue to strive to build a society that is not only rich in knowledge but also rich in technological strength, ready to integrate and develop.

The launch of the Popular Digital Education Movement was chosen on the anniversary of the founding of the Ho Chi Minh Communist Youth Union, which is very meaningful. Vietnamese youth always prove their role as the backbone of the country, the masters of the future. The inspirations of the spirit of learning and lifelong learning, aroused from the years of youth, will always be a great motivation throughout life for the goal of learning to improve qualifications, train physical and mental capacity to solve the big problems of the country, of the era, bringing new development values ​​with Vietnamese identity.

As a common denominator of the country's history, imbued with the spirit of "Popular Education in the past", the "Popular Education in Digital" movement will deeply promote and mobilize comprehensively and effectively the resources of the state, society, businesses and the entire population; promote the cultural tradition, love of learning, the spirit of lifelong learning, and the aspiration to rise up of the Vietnamese people. These are also the two great driving forces of "Popular Education in Digital" to bring the movement to real success not only for the people but also for all levels of government.

Authorities at all levels need to take the lead in improving digital capacity, promoting digital transformation at the local level and in agencies, considering this a key task, linked with administrative reform and socio-economic development; creating conditions for people to access digital skills, services, and digital platforms, taking people and businesses as the center and driving force of digital transformation.

By promoting the historical lesson of “Popular Education”, the great idea of ​​“Digital Popular Education” is to strive to build a society where knowledge plays the key role, technology plays the role of the door to open a brighter future for the nation, for the country and no one is left behind.
